Amendment 0001
1. Does GSA requre EPA Certified Asbestos Inspector, EPA Certified Asbestos Designer, EPA Certified Lead Inspector, EPA Certified Lead Designer, UST Inspector, etc. for every state in the three GSA regions? That would result in significant amount of subcontracting for this proposal effort and would provide an unfair advantage to any
GSA contractor’s aware of this contract before its advertisement. Those contractors would have more time to identify and enter into agreements with the asbestos and lead subcontractors as compared to contractors learning of the contract through the GSA
FedBizOps advertisement.
Yes, GSA requires all the certifications listed in the notice for the areas serviced under this contract. No vendors were given notice of this scope prior to the
FedBizOps Notice so there have not been unfair advantages provided to any firms.
2. Does GSA currently have similar contracts being requested in this solicitation for each of the three GSA regions? If yes, who currently holds these contracts? When do the contracts expire? What were the value of those contracts in terms of total task orders awarded and dollar value?
GSA Region 3 currently has a contract with similar scope but limited to Region 3 geographic area with EA Engineering. This contract expires in August 2014.
Regions 1 and 2 do not currently have a similar contract in place. Total task orders and dollar amounts are not guaranteed as part of this IDIQ contract and a forecast is not available.
3. The scope of services is to include construction oversight. Please provide additional information as to the qualification of staff required to support this work. Indicate educational, licensing and work experience requirements. Does GSA need technician level staff or construction manager type staff? Will licensed professional engineers (PEs) be need for site work? Provide examples of the types of construction work that may require oversight.
Qualifications of staff for construction oversight will vary based upon the complexity of the project(s) requiring oversight and cannot be specified at this time as there are no specific projects identified at this time.
4. Under IH/IAQ services, does GSA anticipate the need to support vapor intrusion at existing, planned or under construction locations?

Amendment 0001
A future need may exist, however, task orders will be issued on a per project/need basis and a forecast is not available.
5. Under #1. Professional Qualifications regarding licenses and certifications. Please confirm that this is a requirement for only Region 3 per the second to last sentence.
The requirement is for all three regions, there was a typo in this paragraph.
6. Under #6. Location, last sentence. By “…distant and potentially remote locations..” does
GSA mean only those facilities/sites in the Caribbean Region? Please clarify and provide additional details.
Remote locations can be within any of three regions not just limited to Caribbean
Region. Please refer to attached building list.
7. What are the terms and conditions to be used under the Indefinite Quantity Term
Contract? Can GSA provide a copy of the contract T&Cs for review? At what time will contractors be allowed to submit comments and proposed revisions to the T&Cs?
Terms and conditions are provided at award. Firms will have the opportunity to review it, but the clauses are standard.
8. Regarding SF330 limitation of 75 pages. Will GSA consider excluding Project summaries and Key Personnel resumes from this page count? Can Part II forms be excluded from the page count? Are figures and tables included or excluded from this page count?
There are no exclusions to the 75 numbered page total. Numbered pages means a double sided page counts as two.
9. When will GSA be responding to Questions? The answers will need to be considered for the completion of a submittal and what time the contractor has left to do so with the due date of June 12, 2014. Based on this, we would request that GSA provide additional time and extend the due date.
A time extension is not being granted.
10. GSA indicates that documents no longer needed will be destroyed. What is the record retention period under the contract? How does GSA look at archival of documents to the
Federal Record Center that may be needed under this contract?

Amendment 0001
Per FAR 4.703(a)(1) most records need to be kept for three (3) years. However, per
4.705 there are specific retention periods for certain types of documents.
11. Can we use an entire contract summary as a project description ? Does that preclude us from using any of that contract’s task orders as an additional project description?
There is a 75 numbered page maximum on submissions. The information a firm provides in that 75 numbered pages should address the selection criteria listed in the synopsis.
12. Are travel costs covered and at what distance from the work site does travel reimbursement commence?
Once the most qualified contractor is determined, rates will be negotiated. Travel costs are submitted on a per project basis.
13. Can a prime contractor place a mark-up on its subcontractors? If so, what is the allowable mark-up?
Once the most qualified contractor is determined, rates will be negotiated.
14. What type of certification specifically is GSA looking for regarding the UST inspector?
Is an API 653 certification sufficient?
State certified and dependent individual state regulations.
15. Please define what is meant by “emergency services or emergency support within the geographic areas stated above within 24 hours”. Does that mean a representative from the winning contractor physically present at the location of the emergency with 24 hours, or that we need to have physical equipment to respond to the emergency present within
24 hours?
Provide both labor and equipment for emergency services as needed.
16. Is there an incumbent on this contract and if so, who are they?
Please refer to question/answer number 2 above.
17. If no incumbent, does this replace regional contracts of similar scope? If not, does the scope overlap with other regional environmental contracts?

Amendment 0001
Please refer to question/answer number 2 above.
18. Is there a clear pipeline of Task orders and associated funding? Is realistic to predict that the reported ceiling will be reached?
Each region has a set of studies required annually but these are dependent on availability of funds. The number of task orders and dollar amounts are not guaranteed and a forecast is not available.
Descript: Solicitation Number GS-03P-14-AZ-ENV is hereby amended to incorporate responses to RFI's.
Firms must sign and return the 1442 and acknowledge the SF30. Failure to acknowledge the amendment will result in the firm being found unresponsive.
