Pre-Proposal Conference Phase I – Construction and Installation of New Flooring April 19, 2010

2:54 p.m.

QUESTIONS & A/E RESPONSES

1. Please clarify that the wood blocks under the asbestos-containing black mastic MUST be removed as ACM- waste and not as typical construction debris. We understand this to be the case as the mastic has most likely migrated into the cracks between the wood blocks.

A/E Response: Yes, the wood block is considered a contaminated asbestos containing material and should be removed in the same manner as an asbestos containing material.

2. Please confirm that the only air monitoring required of the asbestos contractor are the OSHA personals.

A/E Response: OSHA monitoring is the only required asbestos air monitoring by the Abatement Contractor however because this project is in Allegheny County there is required Final Clearance air monitoring which is performed by an independent third party typically hired by the building owner, management company or Government.

Other requirements for handling hazardous materials are referenced in section 01595 – Safety and Health. The Contractor’s responsibilities are also specified in this section.

3. The east wall in room 223 is labeled as partition type 4. Detail 4/A501 shows the flooring and wood block system to be removed and replaced with new concrete slab and flooring. However, this is outside the area indicated on all drawings for the floor replacement work. Is this room also to be included in the work?

A/E Response: The partition type for this room has been identified because a portion of it will be removed and replaced to accommodate the temporary alternative mail route. See drawings AD101 and AD102.

4. Partition types 6 and 7 are shown near Stair #23. Details 6 and 7/A501 show these shaft walls as being new with new concrete slab under them. These walls are not indicated elsewhere to be removed and replaced. Note that this would completely open up existing fire rated assemblies (stairs and shafts). If this is the case, how is this to be handled?

A/E Response: The existing partitions at these locations are new work done in 2002 and it is believed that the wood blocking does not extend under these partitions. The treatment of these walls will depend on the extent to which the wood blocking and contaminated materials is found to extend under these partitions.

The design intent of the new light weight topping slab is to replace all of the wood block flooring in the designated flooring replacement areas to the extent it extends under adjacent partitions. The lightweight concrete pour is to be contiguous under these partitions.

5. The partition types on A501 and A502 are not the same in all cases. Are any partition types on A502 applicable except for Type 9 for the Option?

A/E Response: The existing partition types shown on A-501are examples of the conditions that may be encountered. Existing partitions required to be removed for the replacement of the flooring are to be replaced with same partition type and finish.

Partition Type 9 with abuse resistant gypsum board as specified in section 09260-2.3.C shown on sheet A-502 is an option for replacing CMU partitions that are removed for the flooring work. It is the intent of this partition replacement type that it will be more economical and expeditious to install and will facilitate the quick rectum to normal operations for the POCH.

6. Form 527 is to be submitted with the price proposal, but was not included in the bid documents. The latest available version that we’ve been able to locate expired in 2005. Can any version of this form be used for the submission? If not, please issue the form to be used.

Response: Form 527 and Form SF24 are attached with this amendment.
