SCOPE OF WORK

Project Name: Interview Rooms Construction Pretrial Services Location: Theodore Roosevelt U.S. Courthouse, 225 Cadman Plaza East, Brooklyn, NY 11201

OVERVIEW

The contractor is required to provide plans, supervision, labor, equipment and material necessary to construct 4 interview office areas with glass walls and wall paper and carpet reception area at the Theodore Roosevelt Courthouse, Pretrial Services area, at 271 Cadman Plaza East, Brooklyn, NY.

SPECIFICATIONS

Demolition Plan:

a. Contractor shall furnish all labor, tools, equipment, material, and transportation to remove a total of 3 walls from rooms 239, 237, 236 as shown in provided drawing of the Pretrial Services area at Roosevelt Courthouse at 225 Cadman Plaza East, Brooklyn, NY.

b. Contractor shall remove existing carpet (appx 831 SQF) and wall bases (200 LF) in rooms 239, 237, 236, printer copier area and hallway area connecting rooms and printer area.

c. Remove and relocate room 238 door to opposite end of room.

d. Remove and relocate room 236 door to opposite end of room.

e. Remove approximately 240 SQF of wall paper and 950 SQF of carpet, remove all wall bases

(approximately 200 LF).

f. Protect affected air circulating vents to prevent dust from going into the HVAC system

Construction Plan:

a. Install 2 new gypsum board walls with sound insulation to divide space and convert into three equal rooms approximately 6'-8"by 14'-7"each.

b. Install new frosted furniture wall type same as or equal to Frosted furniture wall type KI Wall as shown in Drawing in all outside walls of 4 offices.

c. Install new frosted doors swing type (5) and slide door (1) as shown in drawing

d. Install 2 swing doors (half Glass) in hallway as shown in drawing.

e. Rehang ceiling of each room approximately 15 feet as needed.

f. Install only electrical wiring for magnetic strikers for door Card readers' (3) for location as shown in drawing. No card reader devices required.

g. Relocate two doors in 2 rooms 238, 236 complete with framing sheet rock work and paint and carpet as needed.

h. Install approximately 5 diffusers and relocate 4 diffusers in interview rooms.

i. Provide and install all required accessories, hardware for frosted (glass) wall and door complete installation.

j. Install new room number signage for a total of 4 on glass doors or partitions of the new 4 offices.

k. Provide plumbing requirements to install one sprinkler head as needed in the 2 additional offices as required by NFPA.

I. Leave duress alarms that are presently locate in 2 offices (coordination for connection and location of 2 additional duress alarms will be separate project with USM security officer).

m. Contractor shall provide protection (air vents, floors, elevators, etc.) and quality control.

Electrical and Telecom

a. Electrical and telecom furnish all labor services materials and equipment to perform all work as necessary and required for the proper completion of all electrical work and telecomm connections and outlets.

b. Relocate within one 2 feet existing fire strobe where new solid door is to be installed.

c. Contractor shall be responsible to familiarized himself with existing conditions.

d. Re-circuit light fixtures (6) including add 2 additional lights and fixtures to provided adequate lighting for each office.

e. Install toggle switch, single pole for each office for a total of 4 at sheet rock walls.

f. Conduits shall be installed concealed in all walls unless otherwise noted.

g. All wall mounted light controls shall be recessed and centerline mounted to match the mounting height of the door handle or lever, unless otherwise noted.

h. All incidences of open space and newly enclosed spaces to be rewired accordingly for the use and application of fixtures & light control to that space for that end -user I group of end users.

1. Install or relocate on diving partition of each room 239, 239A, 237:

1. 1wall mounted quad receptacle for total of 4

2. 2 wall mounted duplex receptacle for a total of 8.

3. 2 wall mounted analog and data VOIP jack (Cat6) total of 8.

j. Install new light fixture and switch in new room 239A.

k. All wall outlets shall be mounted vertically to meet ABAAS compliance and at 18" center from finish floor, unless otherwise noted.

I. All wiring devices shall be UL and local ordinance approved and shall be building standard, unless otherwise indicated.

m. All electrical wall outlets shall be flushed and plumb.

n. Receptacles should be grounded.

o. All disconnected receptacle disconnected and removed should be flushed and smooth even with wall and not visible when wall is finish.

p. Switch plates should be consistent throughout.

Removal and Installation of Carpeting:

a. Contractor shall furnish all labor, tools, equipment, material, and transportation to remove and replace carpet in the hallway and inside rooms 239,237, copier printer area at Pretrial Services interview rooms area at Roosevelt Courthouse at 225 Cadman Plaza East, Brooklyn, NY.

b. The contractor shall purchase and install approximately 950 sq. Feet of commercial grade carpet tiles equivalent or better to: Mat. ID # 4000059205; Standard-dltprt021; Sample:

131190814; Collection: Consequence; Design Name: Upshot-Modular; Color Name: UP 39.

c. The measurements given are an estimate. The Contractor is responsible for field measuring of carpet to insure exact amount of carpet and cove base required to complete this installation before submitting a proposal.

d. The Contractor shall provide labor and equipment to remove and dispose of old carpet and waste material from area.

e. The contractor shall provide minimum two sample submittals to GSA for selection. The commercial carpet to be selected from the samples by the GSA representative at a later time.

f. The existing floor surface is suitable for installation but if the floor needs filling of holes or cracks the contractor will be responsible for making the floor carpet ready. Contractor will furnish all cement, tape, thresholds and cap down moldings.

Preparation for Painting:

a. The contractor is responsible for field measuring the square footage of room to insure an accurate amount of paint is available for painting all the walls of rooms approximately 420 SQF/50SY of painting surface.

b. Requires painting a 1' x 1' test patch of the nominated finished paint color (Hillsborough Beige-1033 Benjamin Moore) for approval by the Contracting Officer's Representative

(COR).

c. Cleaning - Clean down and remove oil, grease and loose foreign matter, including, mold mildew, dirt and corrosion products, in a manner which causes no damage.

d. Glossy Surfaces - Adequately scuff and/or solvent or chemically etch as appropriate to provide satisfactory adhesion for subsequent paint coats.

e. Filling - Fill cracks and holes with Joint compound as appropriate for the finishing system and substrate, and sand smooth, to ensure all coats finish smooth;

I. Paint Application:

a. Generally - Remove weld spatter, slag, burrs, or any other objectionable surface irregularities.

b. Paint Material -Use only premium quality lines from approved manufacturers. Low VOCs environmentally friendly shall be used on this project.

c. Primers, sealers, undercoats - Ensure that primers, sealers and undercoats are suitable for the substrate and compatible with the finish coat and each other. One coat of water-based primer drywall sealer shall be applied.

d. After application of undercoat primer and related material, apply a coat of latex/alkyd G3 finish paint in the color eggshell or selected color in accordance with the manufacturer's recommendations.

e. Allow each coat to harden for the drying time (or time between coats) recommended by the manufacturer;

f. No spray painting is allowed.

Finish:

a. Ensure each coat of paint is uniform in color, gloss, thickness and texture and free of runs, sags, blisters, or other discontinuities.

b. Wet Paint Warning - Place notices and do not remove until paint is dry.

c. Moving of items is required such as office furniture and wall picture frames.

d. The contractor will protect with covers all floors and furniture and contents of chambers before start of painting.

e. The contractor shall supply a schedule to GSA as to start and completion of work.

f. The contractor shall protect all chair rail woodwork on walls in all rooms before installation of carpeting and painting.

g. The contractor shall remove all work related debris from premises on a daily basis and leave area completely free of any debris.

WORKMANSHIP

Minimum requirements:

a. Contractor shall provide to GSA representative specifications of materials and at least 2 samples of carpet, wall paper, paint, glass wall and doors materials before selection by customer prior to ordering for final selection.

b. All work will be performed by qualified personnel in accordance with the Best Trade Practices.

c. The contractor shall be responsible for repairing (or replacing) any areas or items damaged as a result of the performance of this work.

d. The contractor shall take all the necessary precautions to protect the surrounding areas and government property from damage.

GUARANTEE

a. The contractor warrants that all work performed under this contract conforms to the contract requirements and is free of any defects with Workmanship performed by the contractor or his/her sub-contractors.

COMPLETION TIME

a. The contractor will be required to complete all requirements of this specification within thirty

(60) calendar days or as specified under the terms and conditions of a government issued purchase/delivery order.

PERFORMANCE & DAMAGES

a. The contractor shall not proceed with any requirements of this specification until notified in writing by the contracting officer or his/her representative.

b. Failure of the contractor to meet the specified performance period will result in liquidated damages to be assessed at a rate of $50.00 per day for each day past the completion date.

c. Upon completion of work the contractor will advise the Building Manager or his/her representative who will inspect the completed work.

DISPOSAL OF MATERIALS

a. The contractor shall be required to remove all debris from the premises on a daily basis.

b. The time stated for completion shall include final clean-up of the premises.

c. The contractor will be responsible for any damages caused to the government during the performance of his/her work. This will also include work performed by the sub-contractors.

GENERAL NOTES

a. The contractors are encouraged to visit the job site to familiarize themselves with existing conditions, so that they may obtain a full working knowledge of any difficulties that may be encountered in the execution of this work.

b. No allowance will made after the contract is awarded because of failure to familiarize them with the scope of work.

c. The contractor shall make all necessary arrangements with the GSA contact supplying a list of personnel who will be working on the project performance.

d. The contractor will submit a proposal based on labor, materials, overhead and profit. No additional charges to the quote will be paid.

e. All work per contract specification will be accomplished after normal working hours. Normal working hours are 06:00 am to 06:00 pm, Monday through Friday.

f. Prior to starting work the contractor will provide a work performance schedule to GSA representative detailing timelines of the start and completion of work.

SECURITY CLEARANCE

a. All GSA Contractors must have a Final Favorable adjudication letter from OPM/FPS before they may begin to work in any Federal Court House in the Eastern District of New York.

b. IN ADDITION to OPM/FPS Final Favorable adjudication: The Contractor shall submit the following information on employees a week prior before entrance to the Courthouse building can be granted:

a) Full Name

b) Social Security Number

c) Date of Birth

d) Valid Government-Issued Photo Identification:

e) A photo identification that the general public uses that is issued by any local, state, or federal government agency, such as a driver's license, passport, etc.

INVOICING

a. Two copies of invoices are required. One is sent to the Project Manager and one invoice sent to GSA Finance in Ft. Worth, Texas; by Electronic means or mail; no FAXES.

Awardee will be giving address at time of award.

b. A Release of Claims Form: GSA1142 must be submitted to the Project Manager; prior to final payment. Final payment will not be processed without GSA 1142 form.
