Title: Chiller Replacement at the Montpelier Federal Building
(VT0026ZZ) in Montpelier, Vermont.
Response to questions as of 8/14/2017
Question 1: Sheet M600 specifies a refrigerant exhaust fan. It does not appear to include the CFM. What is the CFM requirement of the fan?
Response: Analysis of the Loren Cook spec sheet for the fan with the data points called out on sheet M600 indicate the fan is to be rated at 2,200 CFM with @ 0.25” SP.
Question 2: Please identify the controls contractor for the current Niagara BAS?
Response: The controls contractor is:
Control Technologies
121 Park Avenue, Suite 20
Williston, VT 05495
P: 802-764-2200
Question 3: Is the driveway along the east side of the building accessible for rigging equipment?
Response: With coordination of the building property manager the driveway to the east of the building will be allocated to the contractor for the purposes of rigging out the old and rigging in the new equipment. It will not be permitted for the contractor to use the driveway as a parking location for their vehicles during regular work days.
Question 4: The riggers will be on site at most two working days. Is it required that the riggers be vetted through the clearance process?
Response: They are included in the clearance process in that their names are included on the Requesting Official’s Contractor Approval List, which is vetted through the GSA security office.
However, there is not a formal investigation of these persons. Any employee entering the mechanical space for fifteen or less calendar days must be escorted by an individual who has been issued a Personal Identity Verification (PIV) card.
Question 5: What louver style is required for the refrigerant vent?
GSA New England Region
U.S. General Services Administration Thomas P. O'Neill, Jr. Federal Building 10 Causeway Street Boston, MA 02222 www.gsa.gov
Response: Please provide a Ruskin ELBD813 Automatic Dual Exhaust Combination Louver Damper (name brand or equal) as the louver. The salient qualities of the louver are that it has a minimum 2,200 CFM capacity throughput as noted in the response to Question 1 above.
Question 6: The refrigerant duct size shown on sheet M-600 is not possible. A 4” sanitary drain runs in the middle of the proposed duct path. No other path is possible. There is spacing for up to a 14” tall by 30” wide duct in the allocated space. What is permitted?
Response: The engineer has designed a duct system to move 2,200 CFM with a .25” SP drop. Provide a duct system to meet that performance requirement.
Question 7: Upon inspection of the refrigerant duct path on exiting the foundation wall, it was found that the ductwork discharges into an enclosed dike area. It is not possible to see the route the new refrigerant duct could take and is it not possible to see what must be done to re-route the generator radiator cooling ducting. The dike projects eight feet from the foundation wall. What is to be done? This is a CHANGE to the requirements set forth on Det. 2 found on sheet M-600.
Response: See amendment 0001 for details.
