PROJECT: SOLICITATION GS-01P-16-BW-C-7006, High Rise and Low Rise Elevator

Upgrades, Thomas P. O’Neill Federal Building, Boston, MA

Q1. Will the GC be responsible for providing sufficient access to the Elevator Mechanical Areas for mobilization of larger elevator equipment? (i.e. Wall cutouts or roof access)

A1. Any temporary removals or enlargements of openings made to assist in the removal / installation of equipment shall be the responsibility of the offeror. The offeror shall also be responsible to return all such instances back to their original condition. See specification section 017310 for further information.

Q2. Some of the equipment specified to be installed can weigh up to 6000-7000 pounds. Will the existing top floor be able to handle loads such as these after being hoisted via the freight elevator?

A2. Floor loading limits for hallways on the 5th and 11th floors are 80 pounds per square foot (psf). Elevator lobbies and stairways have a live load of 100 psf. High rise elevator machine room has a dead load of 85 psf and a live load of

150 psf.

Q3. Massachusetts currently recognizes 2004 ANSI Code. Will this project fall under this code year?

A3. No, the Design Requirements package states that ASME A17.1. 2013 edition with addenda is the code to be used.

Q4. There was concern indicated at the Pre-Proposal conference about disruption of active spaces during equipment mobilization. Will off-hours be required for mobilization and if so, will an allowance or quantification be considered in this RFP?

A4. Any instances where access to hallways or other building common areas would be eliminated are to be performed off-hours. For example, if the loading paths through the 5th floor hallways or 11th floor lobby are utilized, this work would need to be performed off-hours. Bids should include all costs associated with off-hours work. Any building security requirements associated with this off-hours work shall be furnished by the government at no cost to the offeror.

Q5. Please approve Kone equipment for our submittal offerings.

A5. Non-proprietary equipment pricing should be provided in the Base Bid. An alternate price may be provided for consideration of proprietary equipment.

Q6. Please approve Innovation for fixtures.

A6. Innovation fixtures are acceptable, provided they meet the requirements called out in the specifications.

Q7. Please confirm that the specified counterweight roller guide shoes are mandated only if the existing clearances can be retained.

A7. Correct, if clearances are inadequate, slide glide shoes are acceptable.

Q8. Please confirm that the three low-rise cars can be removed from service and modernized at the same time.

A8. Confirmed. The low rise tenant areas would still be served by high rise cars 1-8 under this scenario, so there are no access issues.

Q9. I see that we missed the pre bid meeting yesterday. Was that mandatory or can we schedule to come up and take a look at another time?

A9. The pre-bid meeting was not mandatory. There are no plans for additional walk-throughs.

Q10. Do we have to have a license in Mass in order to bid since it’s a federal job?

A10. No.

Q11. Will parking be available at the building?

A11. The Building Manager will try to make one parking spot available for the project. Due to the number of projects going on in the building and the demands on the Loading Dock, parking during the day and after hours is on a first-come, first-served basis. Additional spaces may be available, but are not guaranteed.

Q12. Is there space for a dumpster?

A12. Given the duration of this project and others that will be going on at the same time, a space cannot be designated for an open dumpster for the duration of the project.

Most materials will need to be recycled via the Contractor’s recycling plan (see Division 01 of the Specifications).

Recyclable and non-recyclable materials will need to be removed nightly by the Contractor.

Q13. Please confirm that a secure staging area inside the building will be provided for the contractor.

A13. Some storage space will be provided for the Contractor during the project in an area not accessible to the public or building tenants

Q14. Are there any special requirements for equipment movements through tenant floors?

A14. Any work which will interfere with tenant access to hallways and/or lobby areas shall be performed after hours.

Existing floors, walls and ceiling tiles shall be protected during any equipment moves through a given area.

Q15. How are inspections to be handled?

A15. A QEI will be separately contracted to perform inspections of each car prior to its being placed into service at no cost to the installing contractor. GSA is to be notified at least two (2) weeks in advance of an anticipated inspection. If a given car should not pass its first inspection, any costs associated with subsequent re-tests shall borne by the installing contractor.
