DATE: June 21, 2016 at 10:00 am LOCATION: Thomas P. O’Neill Federal Building, 10 Causeway Street, Boston, MA

Project Overview:

Brief overview of project requirements provided by John Maurer and Jeff Schetrompf

General Solicitation Requirements:

The purpose of this pre-proposal conference is to exchange information to improve understanding of the Government needs and industry capabilities, which will allow potential offerors to determine if/how they can satisfy the Agency's needs. This will enable potential offerors and the Agency to produce efficiency in proposal preparation, proposal evaluation, and ultimately contract award at a fair and reasonable price.

Any discussions held today do not change the Solicitation. Any questions and answers are provided as information only and do not authorize changes to the solicitation. Only changes made by the issuance of an amendment are to be considered in preparing your proposals.

This acquisition is Full and Open procurement under North American Industry Classification System (NAICS) Code NAICS 238290 – Other Building Equipment Contractors, with a small business size standard of $15M. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm. For more information on these size standards, please visit http://www.sba.gov/size.

The General Services Administration strongly encourages participation by small businesses and the related socioeconomic categories of small disadvantaged, women-owned, service disabled veteran-owned and HUBZone businesses. An offeror that is determined to be other than small business cannot receive a contract award. Offerors are strongly encouraged to avoid proposed business arrangements that could be construed as other than small business in consideration of the Small Business Administration (SBA) Ostensible Subcontractor Rule. An ostensible subcontractor is one that performs primary and vital requirements of a contract or a subcontractor upon which the prime contractor is unusually reliant.

The Government intends to AWARD WITHOUT DISCUSSIONS but reserves the right if during the evaluation process it is determined discussions are necessary. If award is made without discussions, proposal revisions will not be permitted. Offerors are therefore advised that their initial submission should be their best effort.

Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. The offeror's proposal must include all data and information requested, and must be submitted in accordance with the solicitation requirements. Any offeror who submits an incomplete package may be considered non-responsive.

A bid bond is required with submission of your offer. In accordance with FAR 52.228-1, the amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less. The successful awardee will be required to submit both a performance bond and a payment bond each in the amount of 100% of the awarded price.

This job is issued pursuant to the Davis-Bacon Act, General Decision Number MA160001 (most recent published 5/13/2016). Contractors may also access the applicable Davis Bacon Wages under the appropriate county and type wage determination at Wage Determinations Online (www.wdol.gov).

SOURCE SELECTION EVALUATION CRITERIA:

The approach to source selection for this procurement represents the best value to the government in accordance with price and technical evaluation factors and not necessarily the lowest price. The solicitation will require offerors to submit technical and price proposals. Offers will be evaluated on technical capability and price, with technical quality being approximately equal to price. Tentative Evaluation Factors are listed in descending order of importance: 1. Past Performance of the Firm(s), 2. Similar Experience of the Firm(s), 3. Technical Plan, 4. Subcontracting Plan. All evaluation factors other than price, when combined, are approximately equal to price.

All pricing information shall be addressed ONLY in the Price Proposal and SF1442. Total Evaluated Price shall be calculated using the prices indicated in the Price Proposal, using the following formula: [CLIN 0001 Base Offer + CLIN 0002 Option 1 Emergency Elevator Communication System = Total Contract Price

DETERMINATION OF RESPONSIBILITY:

In order to be considered responsible, an Offeror must demonstrate that it meets the requirements of FAR 9.104-1. The Contracting Officer's determination of an Offeror's responsibility or non-responsibility may be based upon any information obtained by the Contracting Officer, and is independent of the evaluation of offers.

PROPOSAL VALIDITY:

All proposals submitted in response to this solicitation shall be binding on the offeror for a minimum of 90 calendar days following the closing date of this solicitation.
