Solicitation: GS-01P-13-BW-D-0007

Title: Architectural and Engineering Indefinite Delivery, Indefinite

Quantity Contract for GSA New England Region

Questions and Answers as of July 17, 2013

Question 13: Do we need a historic architectural consultant on our team at this point, or is that something one can address later in the process after architect/team selection?

Response: The nature of our inventory of properties involves working on historical buildings. We do not specifically require a historical consultant, but firms should demonstrate familiarity with working on historical buildings. Also, they should demonstrate experience interfacing with State Historical Preservation Officers (SHPO).

Question 14: Do we have to limit section F to one page? If we can add additional pages, what is the limit?

Response: The instructions on the form say, "Present as many projects as requested by the agency, or 10 projects, if not specified. Complete one Section F for each project." The limit is 10 relevant projects in the last five (5) years. There is no page limit per se: however, the package limit is 1/4 inch thickness, not including the cover and binder. Attached are extra Part 2s, extra Section Es, and extra Section Fs.

Question 15: I have a question regarding the SF330 Section H that I hope you can answer. Is it acceptable to submit separate Sec H sections (signed etc) for each firm of the project team, rather than role it into one Section H?

Response: We have attached a blank SF-330 which includes instruction. Please follow the instructions when filling out the form. With regards to signing the SF-330, follow the instructions for filling out the form.

Question 16: Should the prime contractor sign for the whole package?

Response: With regards to signing the SF-330, follow the instructions for filling out the form.

Question 17: Does the architect firm have to be prime on the example projects?

Response: Federal agencies select firms for A-E contracts on the basis of professional qualifications as required by the Brooks A-E Act (40 U.S.C. 1101 - 1104) and Part 36 of the Federal Acquisition Regulation (FAR). Please read the instructions for the SF 330 (attached) as well as the evaluation criteria for this procurement which are listed in descending order of importance in the FBO notice. Finally, FAR 36.603(b) Qualifications data states that to be considered for architect-engineer contracts, a firm must file with the appropriate office or board the Standard Form 330, “Architect- Engineer Qualifications,” Part II, and when applicable, the SF 330, Part I.

Question 18: Is there a specific parameter of time you’d like the example projects to be in?

Response: See response to Question 14.

Question 19: Is it okay to include example projects that were done prior to joining the submitting architecture firm?

Response: Federal agencies select firms for A-E contracts on the basis of professional qualifications as required by the Brooks A-E Act (40 U.S.C. 1101 - 1104) and Part 36 of the Federal Acquisition Regulation (FAR). Please read the instructions for the SF 330 (attached) as well as the evaluation criteria for this procurement which are listed in descending order of importance in the FBO notice. Response: You can hand deliver the SF-330s to the location specified in this notice on the date and time set forth in this notice.
