Quantity Contract for GSA New England Region

Questions and Answers as of July 18, 2013

Question 21: It is not clear to me from the RFQ if a full consultant team is required for the proposal stage. Can you confirm if consultants should be included in our proposal, and if so, what services, or if just the Architect's qualifications are required at this stage.

Response: Whether you have a team or not, does not preclude you from submitting a proposal if you can demonstrate that you can meet the requirements of this solicitation and satisfy evaluation criteria. In reference to this solicitation requirements stated herein, the GSA is looking for the most highly qualified architects and engineers to perform the requirements in this solicitation. A firm’s submission should address all the requirements and evaluation criteria of this solicitation. The GSA will evaluate each firm’s submissions against the criteria published in this solicitation.

Federal agencies select firms for A-E contracts on the basis of professional qualifications as required by the Brooks A-E Act (40 U.S.C. 1101 - 1104) and Part 36 of the Federal Acquisition Regulation (FAR). Please read the instructions for the SF 330 (attached) as well as the evaluation criteria for this procurement which are listed in descending order of importance in the FBO notice. Finally, FAR 36.603(b) Qualifications data states that to be considered for architect-engineer contracts, a firm must file with the appropriate office or board the Standard Form 330, “Architect- Engineer Qualifications,” Part II, and when applicable, the SF 330, Part I.
