National Learning From Our Legacy Solicitation: GS-00P-16-CY-D-7000 Questions and Answers

1. QUESTION:

Virtual Tours: We do not have the capabilities in house to do video production and web design. We wanted to clarify that you would like us to budget to hire these services through UW, or would the GSA prefer to hire these services directly and we manage the design and production effort based on the case study context?

ANSWER:

To date, GSA has only created slide shows, and that is sufficient. We prefer to keep the number of slides to under 30 or even 20-- and the timing from 12 to 20 minutes (including the speaking time).

Since we have put several of them together ourselves for the updates, we compromised occasionally by putting 2 images on a slide -- but of course we spent a little longer on each slide.

GSA is open to special effects such as voice-over and embedded brief videos if they make sense. We do not want to place limits on creativity, but our expectations are modest. GSA will also provide approximately 20 photos for each building. (See the Carol Highsmith Collection at https://www.loc.gov/ ).

If you create have videos, it could keep the time down to ten minutes that pack a wallop but they have to be able to have simple technology that can span at least 10 years of use.

2. QUESTIONS (2A-2D): I'm supporting University of Washington in response to the National Learning from our Legacy solicitation # GS-00P-16-CY-D-7000. Our team has several queries as we complete the proposal documentation and pricing schedule.

2A - QUESTION:

Deadline extension I left you a voicemail earlier today with a query on a possible extension of the proposal submission. The tight timeline for submission is somewhat constrained by our internal UW review requirement and further constrained by the Labor Day holiday on September 5th. Is a submission extension possible? A deadline by 9/8 or 9/9 would be ample time to both produce a responsive and thorough proposal and complete our internal review & signature process.

ANSWER:

Thank you for this question. GSA agrees that the schedule was too compressed; The solicitation will be amended to extend the response date from Tuesday, September 6, 2016 to Monday September 12, 2016.

2B - QUESTION:

Virtual Tours

As we develop pricing schedule for this item it would be helpful to have further clarification on the considerable range of possibilities in the description. Can you offer more information on this item?

ANSWER: Same as question#1.

2C - QUESTION:

Savings in Teaching Case Multiple Times As the pricing is developed for the "2-day Teaching Sessions" it appears that there would be one cost for initial development of a teaching session, whereas repeating that same curriculum would realize savings. Is it possible to add a line on the pricing schedule to reflect different Unit pricing for an initial vs. repeat teaching session?

ANSWER:

Yes, a line may be added to the (MS Word Table) pricing chart. HOWEVER, this question gives GSA the opportunity to remind contractors that the Learning from Our Legacy program is NOT a “repeating classroom experience.” The case study teaching method requires its major emphasis to be engaging the students, and guiding them into carrying the discussion, whose experience(s) are broad and interests are drastically varied. Even though guest PMs may reveal the same information each time a case is taught, the students sway the class discussion strongly.

At the same time, we admit that the first few sessions taught by a first-time Legacy contractor are demanding and intensive.

GSA prefers that a case be taught by its originator, but cannot guarantee that given both the contractors’ and GSA year’s schedules. For example, a new Legacy contractor may not have a first case study ready for teaching in less than six months of research and writing.

2D - QUESTION:

Escalation Is there any guidance you can offer regarding typical escalation in out-years of the agreement?

ANSWER:

GSA is aware of several project escalation and de-escalation costing factors the push costs up or down over the course of five years.

**Should the way you choose to vary unit prices over a five-year period, explain the method chosen in a simple sentence. You may also add a reference to a recognized source for your calculation if it clarifies your approach.

3. QUESTION:

Single or Multiple Award?

Does the government anticipate making one award, or will this be a multiple award task order?

ANSWER:

This is 100% set aside small business. If we received multiple qualified firms, then we may award to multiple firms.

4. QUESTION:

Virtual Tours Do you know (and can you tell me) if Learning from Our Legacy programs in the past have included a "virtual tour" and was it something like a 10 minute video or something more elaborate and interactive?

ANSWER: See question# 1.

5. QUESTION: Is there an incumbent for this opportunity or is this a new requirement?

Yes, there is an incumbent. However, the Evaluation Board has the option to award multiple IDIQ contracts.

6. QUESTION:

Is it possible to see one of your case studies from the past to get an idea of the type of work product your are looking for, just as a sample to help us determine the level of effort for our pricing?

Because our Case Studies include Controlled Unclassified Information, we cannot issue them at the beginning of the process, even though we understand the need for such material. After the Evaluation Board makes a preliminary selection of potentially qualified applicants for oral interviews, those applicants will be sent a current case study currently in use, and a recent case study update, prior to oral presentation that we request. Note: Please review the relative importance of evaluation criteria as expressed in the RFP.
