ATTACHMENT I
DESCRIPTION OF SERVICES
LEARNING FROM OUR LEGACY
I. Case Studies.
Project Case Study Development:
GSA will select PBS projects, representing issues in areas such as portfolio, real estate acquisition and disposal (including leasing), design and construction, historic buildings, sustainability, urban planning, public affairs, and property management, and require contractors to develop case studies for each selected project. The contractor must visit project sites, review project documents and interview project personnel, and then write a summary of the project in case study form. If needed, travel expenses to the project sites will be reimbursed as a direct expense at the Government rate (see Section 8). Each case study should be approximately 10-20 pages long, including supporting exhibits. Completed case studies must be submitted in both hard copy and electronic format (MS Word and Google Docs). The contractor must submit a draft of each case study to GSA for comment and review prior to GSA acceptance of the final case study. Finished and accepted case studies must be submitted to the GSA Project Manager, in electronic format, to be uploaded to the PBS “Learning From Our Legacy” course website and the course Google Site. GSA reserves the right to require contractors to edit out sensitive security or other proprietary information from cases prior to allowing them to be used outside of GSA.
The above-described case studies will become the property of GSA. Accordingly, neither logos nor legends may be affixed on the materials upon delivery and acceptance of the final deliverable(s), and the contractor may not limit the Government's right to copy or distribute the materials. In addition, all copyrights, if any, must be transferred to the Government upon acceptance of the deliverable(s). Once accepted by GSA, the contractor will maintain the right to reproduce the deliverable(s) for non-commercial purposes only, subject to obtaining GSA's prior written approval, which approval may be granted or denied in GSA's sole discretion.
GSA Responsibility:
GSA will make project documents available to the contractor for review and case study development. In addition, GSA personnel involved with the selected projects will be made available to the contractor for interview. GSA also will provide a list of contacts for all contractors that participated in the projects selected for case study.
Photographs:
Photographs of selected projects will be required for each case study, unless otherwise specified. Each task order will be specific regarding the frequency, location, views, format, mounting, and any other requirements. The contractor must take sufficient interior and exterior photographs of projects to highlight issues in each case. It is highly recommended that a professional photographer, experienced in architectural photography, take the photographs. Professional quality photographs taken by other than a professional photographer also may be accepted by the COR, in the COR's sole discretion. The contractor must use a digital camera (or most current technology) for all photographs and submit in electronic format.
II. Virtual Tours.
Virtual Tours:
The contractor will be required to provide an interactive, user friendly, comprehensive, and integrated multi-media tour of project sites. The virtual tour should be sufficient to leave the student with a feel of an actual visit to the project. The virtual tour may consist of a combination of photographs, text, video, and sound that may be presented either on a website or in classroom presentation. If needed, travel expenses will be reimbursed as a direct expense at the Government rate (see Section 8).
III. Case Study Updates.
Development:
From time to time during the term of the contract, GSA may select cases from the existing library for updating. The contractor will be required to visit these project sites, review project documents and interview project personnel, and then revise existing cases to provide additional information or a new emphasis on issues. If needed, travel expenses to the project sites will be reimbursed as a direct expense at the Government rate (see Section 8). Revised cases must include any new supporting exhibits and photographs resulting from the revision. Completed revised case studies must be submitted in electronic format (MS Word and Google Docs). The contractor must submit a draft of each revised case study to GSA for comment and review prior to GSA acceptance of the final revised case study. Finished and accepted revised case studies will be uploaded to the PBS “Learning from Our Legacy” course website.
IV. Facilitated Panels.
Facilitated Discussion:
The contractor will be required to facilitate a panel discussion of three to four panelists, which will be broadcast through Adobe Flash based Adobe Connect throughout all 11 GSA Regions and Central Office. Class size will be limited only by the communication software of Adobe Connect. The length of class time is expected to be no more than 90 minutes, allowing 20-30 minutes of discussion within that time. Travel expenses will be reimbursed.
V. 2-day Teaching Sessions .
Instruction:
The case presentation seminar will be a two-day training session using Telepresence across the GSA Regions. The classroom instruction will use the case study method, with a pre-class exercise. Class size for each seminar will be approximately 20-30 students, and each seminar will present two to three case studies from the Office of Design & Construction library of cases. The contractor must attend the Telepresence seminar in one of GSA’s 11 Regional Telepresence room or Central Office. If needed, travel expenses will be reimbursed, for each class, as a direct expense at the Government rate. GSA will provide audio and visual equipment for the presentations.
While telepresence teaching may serve the larger portion of teaching setups, it is possible that one or more sessions will be held with all participants attending in person in one regional headquarters.
GSA considers this to be similar in effort to telepresence teaching, with the addition of a walk-through of the site and building interior. Travel costs are reimbursable, Chicago In-person Seminar, March 2016.
