Dyess AFB Electrical Distribution System Privatization Questions and Answers
Q1. Will access to the utility system transferred by Bill of Sale be provided to Lender of pledged or collateral?
A1. The System Owner (SO) will be provided a Right of Access to the property owned by the
SO. If the SO desires to provide (e.g., request) access to the property owned by the SO to third parties, that is at the discretion of the SO. Carte Blanc access to Department of Defense (DoD) facilities is not granted to any person or entity.

Estimate (GSCE) and are not discloseable to Offerors.
Q6. What is the base’s current annual operating cost, i.e. labor and materials for the on-base electrical distribution system including routine and preventative maintenance repairs?
