Barksdale AFB Industry Questions and Answers

Definitions:

SCADA-- Supervisory Control and Data Acquisition

LS—Lift Station

Q1. Will the contractor get government issued CAC cards?

A1. Government Response: No.

Q2. Is the electric system mapped in GIS?

A2. Government Response: Yes. We call the GIS system ―GeoBase‖. This is part of the ―Common

Installation Picture‖ (CIP) data set. However there are missing runs and control elements. Few Attributes have been populated. Current accuracy targets are one meter, but little verification has occurred. Inputs come from the old CAD system and 2004 aerial photography. Some recent additions are G.P.S.-derived and accuracy is high.

Q3. What is the existing contract period for the Joint Use Agreement with other company?

A3. Government Response: Unknown

Q4. Does the Base have a SCADA system for the electric system?

A4. Government Response: No SCADA system for the electric system.

Q5. Will the Base allow the contractor to be located on base? A Operation & Maintenance Facility.

A5. Government Response: Usually we allow contractors a location for a trailer office space.

Q6. Will the contract cover capital investment for the contractor?

A6. Government Response: The contract is for the scope of the system as proposed in the inventory. Capital investment requirements projected by a bidder for that system should be included as part of that bidder’s proposal. In addition, renewal and replacement of capital components is to be included in the contract pricing.

Capital investment related to future base expansion, if any, is not included in the contract pricing but would be determined if any such future capital investment is required. In all cases, the contract will require the privatized system owner to provide full, complete, and timely utility service as required by the installation irrespective of the capital requirement needed to provide such utility service.

Q7. Does the base have a Service Order System in place?

A7. Government Response: Yes

Q8. Will the Contracting Officer for this contract be local?

A8. Government Response: Yes.

Q9. When was the last time each tank was washed out & inspected? Are inspection reports available to review?

A9. Government Response: Last inspection of tanks 1358, 4490, 7291, 7417, 8077 Ground, and 8119 were in

2004. Records can be provided.

Q10. Does Water Tank #T292 and 1358 have lead on the exterior or interior? Are there test reports available?

A10. Government Response: No test reports available. T1358: In 1994 project removed the interior lead-containing coating system. In 1996 the exterior of this tank received a white metal sandblast and was recoated.

Tank 7291: In 1996 the interior of this tank received a white metal sandblast and was recoated. The exterior of this tank is scheduled to be sandblasted and recoated.

Q11. Who and how is the Government Should Cost being prepared?

A11. Government Response: All consultants are identified in the RFP.

Q12. Is LS 7780 we saw on the tour included in the solicitation? Could the building number be incorrect?

A12. Government Response: There is a lift station 7768 included in the inventory but not lift station 7780.

Building 7780 is located within the MSA, which is excluded from privatization.

Q13. We noticed the small elevated storage tank had cathodic protection that is not mentioned in the J attachment. Is this system functional? What other inventory items have CP?

A13. Government Response: All three potable water storage tanks identified in the inventory have cathodic protection systems.

Q14. Will the government share the current staffing for the water/wastewater systems?

A14. Government Response: The staffing includes both civilians and military.

Q15. What are the sampling requirements for the water/wastewater systems?

A15. Government Response: For the lift stations semi-annual tests of BOD and TSS are necessary. Drinking water is tested for Coliforms, Chlorine, TTHM, and HHA.

Q16. Does the base have a GIS (geographical information system) that will be turned over to the selected contractor? If yes, can information be provide on the software and detail of data. For example, please list attributes (pipes, hydrants, valves, etc) shown on the GIS and identify the data associated with each attribute

(e.g. age, material, manufacturer, GPS coordinates, etc).

A16. Government Response: Yes. GeoBase is the source for this information and technical support. The usual way is to provide the contractor with a ―Personal GeoDataBase‖ (PGDB). This will have selected data, in a transportable format. At this time, all UCNI and sensitive areas are to be stripped from the data provided. The

Data Release includes the items mentioned above when they have been submitted to GeoBase.

Q17. Water SCADA - The RFP says that the SCADA system will not be turned over.

A17. Government Response: Section JA3.2.1 of the Attachment JA3 document states that the SCADA system is excluded from privatization.

Q18. Wastewater SCADA - The RFP says that the telemetry alarm system will not be turned over. However, a

Monaco Alarm system is mentioned. We assume the Monaco system will not be turned over. The RFP says the

6 major lift stations are alarmed. However, there are 32 lift stations according to the inventory. How does the current staff know when there is a malfunction at one of the un-alarmed stations?

A18. Government Response: Section JA4.2.1 of the Attachment JA4 document states that any and all telemetry alarm systems are excluded from privatization. This includes the existing sensors, communications, and other equipment associated with the telemetry system.

Q19. Generators - There are only a few lift stations with generators. How does the current staff handle power failures at the other stations? Are there automatic transfer switches that allow for the hook-up of a generator or are temporary generator powered pumps used?

A19. Government Response: When power is lost the generators automatically start.

Q20. Can Barksdale AFB provide records of the number of main and service breaks per year, for the past few years?

A20. Government Response: Yes

Q21. Can Barksdale AFB provide records of the number of sewer blockages for the past few years?

A21. Government Response: Yes

Q22. Does Barksdale have a periodic sewer flushing program for the entire system or problem areas? If yes, can details be provided?

A22. Government Response: Last flushed in 2007, but no records can be furnished.

Q23. Does Barksdale expect any growth (e.g. BRAC)?

A23. Government Response: Yes, due to Global Strike Command

Q24. Is the existing sewer and water distribution system adequate to meet current needs including fire flows?

A24. Government Response: We believe fire flows are adequate throughout the distribution system.

Q25. Attachment JA3 – Water Distribution System: Is on-base disposal of construction debris and/or excavation spoiling material available?

A25. Government Response: Excavated soil material can be disposed of on base—provided it is not contaminated, Construction debris is required to be hauled off.

Q26. Attachment JA3 – Water Distribution System: In J3, it states that Barksdale AFB SCADA or EMCS communication systems are excluded from the privatization contract. When SO designs and constructs a new

SCADA system, can they use the existing sensors, communications, and other equipment associated with the

SCADA system to transfer the signal to the newly installed, SO owned SCADA system? It would be difficult and costly to install second set of sensors and communication systems to the existing facilities, such as elevated water tanks, meters, etc.

A26. Government Response: Section JA3.2.1 of the Attachment JA3 document states that the SCADA system is excluded from privatization. This includes the existing sensors, communications, and other equipment associated with the SCADA system.

Q27. Attachment JA3 – Water Distribution System: What are the average daily and peak-hour water demands of the base?

A27. Government Response: Average Daily Usage: 594.3 kGal; peak-hour water demands; unknown, City of

Shreveport to provide 2500 gpm max.

Q28. Attachment JA3 – Water Distribution System: Is dewatering required for excavations on this base? And if so, what percentage of dewatering is calculated as an average for all excavations?

A28. Government Response: Normally, dewatering a site is not required. It has been performed in some areas, but usually excavations were greater than 10’ in depth

Q29. Attachment JA3 – Water Distribution System: Are all excavated materials used for backfill or does the base require soil to be hauled in for backfill?

A29. Government Response: Depends on how the contract is written

Q30. Attachment JA3 – Water Distribution System: Does the base prefer ―jack and bore‖ methods of pipe replacement over standard excavations and pavement removal?

A30. Government Response: Depends on what the requirements are, lately, the preferred method is to horizontally drill, but each replacement method can be evaluated.

Q31. Attachment JA3 – Water Distribution System: Has all ―asbestos‖ containing pipe been removed or replaced from post?

A31. Government Response: Yes

Q32. Attachment J4 – Wastewater Collection System: Is on-base disposal of construction debris and/or excavation spoiling material available?

A32. Government Response: Excavated soil material can be disposed of on base—provided it is not contaminated, Construction debris is required to be hauled off.

Q33. Attachment J4 – Wastewater Collection System: In J4, it states that Barksdale AFB Telemetry alarm system is excluded from the privatization contract. When SO designs and constructs a new SCADA or alarm system, can they use the existing sensors, communications, and other equipment associated with the telemetry alarm system to transfer the signal to the newly installed, SO owned SCADA or alarm system? It would be difficult and costly to install second set of sensors and communication systems to the existing facilities, such as lift stations, etc.

A33. Government Response: Section JA4.2.1 of the Attachment JA4 document states that any and all telemetry alarm systems are excluded from privatization. This includes the existing sensors, communications, and other equipment associated with the telemetry system.

Q34. Attachment J4 – Wastewater Collection System: What are the average daily, and peak-hour, dry weather wastewater flow-rates at the base? What is the peak-hour, wet weather wastewater flow-rate at the base?

A34. Government Response: Average daily sanitary sewer flow-rate: 383.7 kGal. Wet/dry weather flow data unavailable. Peak-hour data, unavailable.

Q35. Attachment J4 – Wastewater Collection System: Is dewatering required for excavations on this base? And if so, what percentage of dewatering is calculated as an average for all excavations?

A35. Government Response: Normally, dewatering a site is not required. It has been performed in some areas, but usually excavations were greater than 10’ in depth

Q36. Attachment J4 – Wastewater Collection System: Are all excavated materials used for backfill or does the base require soil to be hauled in for backfill?

A36. Government Response: Depends on contract requirements

Q37. Attachment J4 – Wastewater Collection System: Does the base prefer ―jack and bore‖ methods of pipe replacement over standard excavations and pavement removal?

A37. Government Response: Depends on what the requirements are, lately, the preferred method is to horizontally drill, but each replacement method can be evaluated.

Q38. Attachment J4 – Wastewater Collection System: What is the ―12‖ PVC Pipe - off-base connection‖ (p.

JA4-5)?

A38. Government Response: A few years ago, the base replaced the sewerage from the two meter pits to the

42‖ gravity sewer line of the city of Bossier by Horizonally Directional Drilling and installing 12‖ diameter

HDPE pipe. There are some air relief valves placed at a couple of points in the line. Other than that, this line should be useable for approximately 50 years.

Q39. Attachment J4 – Wastewater Collection System The J-Section lists, ―…six major lift stations…‖ (p. JA4-

3) in the narrative, but only lists what appear to be 3 in the inventory tables. Please verify this discrepancy.

A39. Government Response: There were six, but two were lost to the privatization of housing. Therefore there are 4 major lift stations. JA4 language is being adjusted to remove the discrepancy

Q40. Attachment J4 – Wastewater Collection System There appears to be only 1,711 feet of ―asbestos‖ pipe on base. What are the requirements for removal, or may the pipe be abandoned in place?

A40. Government Response: Abandoned in place

Q41. If the base has a GIS already, is it possible for the base to provide the datasets related to the water and wastewater systems? Might some of that be included in the Technical Library that we are requesting access to?

A41. Government Response: Yes.

Q42. Can more information be provided on Barksdale local process to Environmental Impact Assessment? Are there certain forms that the Privatization Owner would have to fill out and then the base will determine impact and required mitigation/restrictions? How long does that process typically take?

A42. Government Response: They have been accomplished and can be provided upon request.

Q43. Is there information available on what areas of the base are already cleared of UXOs? Or, conversely, what areas have NOT been cleared? Can this be provided to Offerors?

A43. Government Response: Unknown

Q44. Is there information available on the location IRP or other contaminated/environmental sites? Can this be provided to Offerors (for consideration of any Offeror proposed ISDCs)?

A44. Government Response: Yes and they can be provided.

Q45. Are all lift stations operated by a level float? If not, how are the ones that are not operated?

A45. Government Response: Most are operated by float, but some are operated by ultra-sonic sensors.
