JA1 Barksdale AFB Electric Distribution System

JA1.1 Barksdale AFB Overview

Barksdale Air Force Base is located in the northwest portion of Louisiana, within the Shreveport-Bossier City Metropolitan Statistical Area (MSA). Accessible by I-20 (east-west) and I-49 (north-south), Barksdale AFB is approximately 180 miles east of Dallas and 312 miles northwest of New Orleans. Occupying nearly 22,000 acres of land, the Base is bounded by Louisiana Highway 71 on the west and U.S. Highway I-20 on the north.

Barksdale AFB is hosted by the 2d Bomb Wing and is currently home for a number of active duty and reserve component units, including Headquarters Eighth Air Force and the 917th Wing (Air Force Reserve Wing). Units within the 2d Bomb Wing include the 2d Operations

Group, the 2d Logistics Group, the 2d Support Group, and the 2d Medical Group.

Construction of the airfield began in 1931. Barksdale Field was formally dedicated on February 2, 1933, marking the culmination of concerted community action to bring the airfield to the Shreveport area. Weeklong activities in February 1993 marked the 60th anniversary of Barksdale AFB. This celebration included the acceptance of a National Registry of Historic Places certificate placing 264 buildings constructed between 1930 and 1938 in the Barksdale Field Historic District.

The current mission of the 2d Bomb Wing is to develop and maintain operational capability to conduct strategic warfare as an Air Force Global Strike Command Base. The primary assets of the Wing are three active Bomb Squadrons, each composed of B-52H bombers. The 2d Bomb Wing provides global combat capability and trains all B-52 combat crews.

The 917th Wing is a composite wing that operates and maintains both the A-10 Thunderbolt and the B-52H Stratofortress.

The addition of the B-52H to the 917th Wing and the removal of the KC-10 and KC-135 aerial refueling aircraft in 1994 have resulted in a number of changes in the maintenance facilities. On-going projects have focused on consolidating functions and expanding those facilities used by the 917th Wing. There are no other known new missions or planned changes that would significantly affect the current operations, support, personnel, or utility functions at Barksdale AFB.

As of June 2007, the population of Barksdale AFB included approximately 7,306 active and reserve military personnel as well as approximately 1,859 civilian employees. Some 6,141 dependents currently reside on Base.

JA1.2 Electric Distribution System Description

Access. The distribution system consists of the items listed in Table 1 “Fixed Inventory

Electric Distribution System” in Section JA1.2.1.2 Inventory. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The following description and inventory is included to provide the Offeror with a general understanding of the size and configuration of the distribution system. The Government makes no representation that the inventory is accurate. The Offeror shall base its proposal on the Table 1 inventory below.

However, the Offeror should use the following reference points for developing other aspects of its proposal: site inspections, information in the technical library, and other pertinent information.

Specifically excluded from the electric distribution system privatization are:

All meters airfield lighting parking lot lights serviced by secondary feed from a building water tower lights emergency generators that exist for the purpose of emergency back-up for AF facilities

Energy Management & Control System (EMCS) including power meters

Military Family Housing (MFH): Main Base Historic Housing, Heritage Heights, New East-side Housing Area, and Capehart (to be demolished)

Munitions Storage Area (MSA)

Conventional Storage Area (CSA)

Fam Camp services maintained by MWR

Prime Beef Warrior Training Center provided power by SWEPCO

Clairborne Air Force Range

JA1.2.1.1 Description

Southwestern Electric Power Company (SWEPCO), a unit of American Electric Power (AEP), provides electrical power to Barksdale AFB through three separate services. There are two services near the West Gate, Trichell East and Trichell West, and one service near Heritage Heights MFH, the Bodcau service. SWEPCO supplies the electrical system at 12.47 kV, 3-phase, 4-wire, grounded wye.

Trichell East and Trichell West services are installed underground and tied together through four pad-mount S&C Vista switches. The Bodcau service is installed overhead. From the main switches, power is distributed among 11 feeder circuits through both underground and overhead distribution systems. Circuits 5, 6, 7, 9 and 10 serve the Main Base, Flight Line and Airfield areas. Circuits 8, H1, H2, H3 and H4 serve the Main Base Historical Housing area. Circuit 11 (Bodcau service) serves the eastern side of the Base. However, the housing privatization contractor is in the process of installing a dedicated feeder from SWEPCO to

JA1-4

the Main Base MFH area. This will eliminate the need of the SO to provide power to this area.

The underground distribution system is primarily concrete encased duct bank installed at a depth of three feet. The overhead distribution is mounted on wooden distribution poles.

The circuits provide power to both pole-mount and pad-mount transformers throughout the base. In an emergency, the Trichell services and the Bodcau service lines can be tied together through one pad-mounted S&C switch located north of the FAA compound on

Range Rd.

Power for the predominantly wye distribution system is directed throughout the base using pole-mount and pad-mount switches. The overhead system uses fused gang-operated disconnect switches. The underground system uses pad mounted sectionalizing switches.

JA1.2.1.2 Inventory

Table 1 provides a general list of the major electric distribution system fixed assets for the Barksdale AFB electric distribution system included in the sale. The design life column indicated in Table 1 is used by the Government in the development of the Government Should Cost Estimate. The design life is not mandated in the Offeror’s proposal. However, the proposal must clearly explain the use of any system component design life that significantly differs from the published Government design life.
