JA3 Barksdale AFB Water Distribution System

JA3.1 Barksdale AFB Overview

Barksdale Air Force Base is located in the northwest portion of Louisiana, within the Shreveport-Bossier City Metropolitan Statistical Area (MSA). Accessible by I-20 (east-west) and I-49 (north-south), Barksdale AFB is approximately 180 miles east of Dallas and 312 miles northwest of New Orleans. Occupying nearly 22,000 acres of land, the Base is bounded by Louisiana Highway 71 on the west and U.S. Highway I-20 on the north.

Barksdale AFB is hosted by the 2d Bomb Wing and is currently home for a number of active duty and reserve component units, including Headquarters Eighth Air Force and the 917th Wing (Air Force Reserve Wing). Units within the 2d Bomb Wing include the 2d Operations

Group, the 2d Logistics Group, the 2d Support Group, and the 2d Medical Group.

Construction of the airfield began in 1931. Barksdale Field was formally dedicated on February 2, 1933, marking the culmination of concerted community action to bring the airfield to the Shreveport area. Weeklong activities in February 1993 marked the 60th anniversary of Barksdale AFB. This celebration included the acceptance of a National Registry of Historic Places certificate placing 264 buildings constructed between 1930 and 1938 in the Barksdale Field Historic District.

The current mission of the 2d Bomb Wing is to develop and maintain operational capability to conduct strategic warfare as an Air Force Global Strike Command Base. The primary assets of the Wing are three active Bomb Squadrons, each composed of B-52H bombers. The 2d Bomb Wing provides global combat capability and trains all B-52 combat crews.

The 917th Wing is a composite wing that operates and maintains both the A-10 Thunderbolt and the B-52H Stratofortress.

The addition of the B-52H to the 917th Wing and the removal of the KC-10 and KC-135 aerial refueling aircraft in 1994 have resulted in a number of changes in the maintenance facilities. On-going projects have focused on consolidating functions and expanding those facilities used by the 917th Wing. There are no other known new missions or planned changes that would significantly affect the current operations, support, personnel, or utility functions at Barksdale AFB.

As of June 2007, the population of Barksdale AFB included approximately 7,306 active and reserve military personnel as well as approximately 1,859 civilian employees.

JA3.2 Water Distribution System Description

JA3.2.1 Water Distribution System Fixed Equipment Inventory

The Barksdale AFB water distribution system consists of all appurtenances physically connected to the distribution system from the point of demarcation defined by the Right of Access. The distribution system consists of the items listed in Table 1 “Fixed Inventory Water Distribution System” in Section JA3. 2.1.2 Inventory. The actual inventory of items

JA3-3

(Attachment JA3 Water Distribution System Template – SEPTEMBER 2009_REV MAY 2010) User Edited: v07 07Feb sold will be in the bill of sale at the time the system is transferred. The following description and inventory is included to provide the Offeror with a general understanding of the size and configuration of the distribution system. The Government makes no representation that the inventory is accurate. The Offeror shall base its proposal on the Table 1 inventory below.

However, the Offeror should use the following reference points for developing other aspects of its proposal: site inspections, information in the technical library, and other pertinent information.

Specifically excluded from the water distribution system privatization are:

All meters

Irrigation systems

Non-potable fire systems

Backflow prevention devices located inside existing facilities

SCADA or EMCS communication systems

Water storage tank telemetry systems

Flight Line

Military Family Housing (MFH)

JA3.2.1.1 Description

The water distribution system receives treated surface water from the Shreveport’s Amiss Water Treatment Plant (WTP). Water is distributed through mains, laterals, storage tanks, and is treated seasonally at two disinfectant booster stations. Water is supplied to the base fully treated with chloramine disinfectant residual and fluoridation. The water is conveyed through piping ranging in size from 2 inches to 16 inches, primarily comprised of PVC. The vast majority of the mains are polyvinyl chloride (PVC) pipe installed in the last 15 years.

The average depth of burial for the potable water system piping is four feet. Marker tape has been included within the system.

Potable water for the base is supplied through a City of Shreveport owned single 16 inch water main from the Amiss Water Treatment Plant (WTP) in nearby Shreveport, Louisiana.

This connection serves as the primary supply for all facilities within the installation perimeter. Pressure is typically between 60 PSIG to 100 PSIG at the North Gate meter point.

Total water usage is metered adjacent to the North Gate. For approximately one week per year, when Shreveport is unable to provide service, the base relies on the Bossier City WTP as a back-up water supply. The Bossier City owned 12 inch primary pipe connection is located at the West Gate. The connection to Bossier City must be operated manually.

JA3-4

(Attachment JA3 Water Distribution System Template – SEPTEMBER 2009_REV MAY 2010) User Edited: v07 07Feb

Fiscal year (FY) 2009 data identifies that potable water consumption averages 17.0 million gallons (MG) per month. In order to maintain potable water standards, the base utilizes eight flush points throughout the base and has added automatic flushers at dead end locations. In warmer months, two booster stations provide added disinfectant to ensure a safe supply.

The two chloramines booster stations are used to augment disinfectant residual concentrations during the summer. The booster stations are not utilized during the entire year. Chlorine gas and ammonia gas are combined and injected into the source water pipeline at each booster station. Both chemicals are maintained in 150-lb gas cylinders. An audible and visual alarm consisting of a flashing light and siren is present at the North Gate disinfectant booster station. All chlorine and ammonia tanks currently have automatic shutoff valves that respond to sudden changes in chemical feed line pressure.

The majority of the drinking water system is operated manually, with the exception of two storage tanks that have telemetry associated with tracking high and low levels and telemetry associated with the changing attitude values. Manually operated elements include filling the other four storage tanks, and treatment chemical dosing rates, which are set according to sampling results. The base operates auto-flushing systems. However, periodic manual flushing is required to maintain proper chlorine levels in areas without auto-flushing capability.

There are three privatized housing areas to which the Base supplies water. Historic District Housing is located northwest of the Flight Line and is tied into the central base water distribution system. Capehart Housing and Heritage Heights Housing are located on the eastside of the base and are supplied potable water via a ten inch PVC pipe.

Note: The above quantities include Military Family Housing (MFH), Weapons Storage Area (WSA) and the Flight Line as well as Main Base. The quantities in the below inventory reflect the Main Base, not including the already privatized MFH, and inventory outside the restricted areas of the WSA and Flight Line.

JA3.2.1.2 Inventory

Table 1 provides a general list of the major water distribution system fixed assets for the Barksdale AFB water distribution system included in the sale. The design life column indicated in Table 1 is used by the Government in the development of the Government Should Cost Estimate. The design life is not mandated in the Offeror’s proposal. However, the proposal must clearly explain the use of any system component design life that significantly differs from the published Government design life.

If fuel oil or propane is required to operate emergency generators, purchase and supply of that fuel oil or propane will be the responsibility of the SO.

3. The Government will retain ownership of Airfield Beacon(s), communication equipment, associated wiring, and ancillary equipment attached to the water system.

The SO will always allow the government, or its agent, full and unrestricted access to these items.

JA3.4 Current Service Arrangement

Potable water from the City of Shreveport’s Amiss Water Treatment Plant (WTP) plant is conveyed to Shreveport’s McNeil Pumping Station and its 3.0 MG clear well. From this point, water is conveyed to the base via a City of Shreveport owned 16” supply main at a pressure of approximately 70 pounds per square inch (psi). When the Amiss WTP is offline for approximately one week each year, water is supplied through a Bossier City owned 12” main from the Bossier City WTP. The connection to Bossier City must be operated manually, and serves as a backup potable water supply. Per the Air Force Form 3556, dated November 2009, FY2009 annual potable water consumption was approximately 204,054 kGal.

In warmer months, two Barksdale AFB owned booster stations provide added disinfectant to ensure a safe supply.
