JA1 Mountain Home AFB Electric Distribution System JA1.1 Mountain Home AFB Overview

Mountain Home AFB (MHAFB) is an active military installation located in Elmore County, Idaho. The base is approximately 10 miles west of the city of Mountain Home, seven miles northeast of I-84 Exit 95, on Idaho Highway 20.

MHAFB is the home of the 366th Wing. The mission of the 366th Fighter Wing (FW) is to prepare Airmen and their families, professionally and personally, for expeditionary operations and foster an environment that promotes integration of all facets of wing operations. The mission is to execute directed missions designed to identify and destroy enemy forces, supplies, equipment, communication systems, and installations within the design limits of the weapons systems capabilities. The 366th FW serves as the host wing overseeing day to day operations of the base such as personnel, finance, civil engineering and supply. Other base tenants include:

· Air Combat Command Contract Performance Squadron (ACCCPS)

· Air Force Audit Agency Area Office (AFAA)

· Air Force Office of Special Investigations (AFOSI)

· American Red Cross (ARC)

· Area Defense Council (ADC)

· Army and Air Force Exchange Services (AAFES)

· Defense Commissary Agency (DeCA)

· Defense Investigative Service (DIS)

· Defense Printing Service (DPS)

· Defense Reutilization and Marketing Office (DRMO)

· Idaho Army National Guard

· US Army Corps of Engineers (USACE)

· 372d Training Detachment MHAFB and its geographically separated units (GSUs) occupy 119,431 acres consisting of Air Force owned lands, private property easements, public lands withdrawn from use, public domain permits, and rights-of-way. The base area encompasses 6,729 acres. Utilities at the GSUs are not being considered for privatization.

The Base General Plan states that the total installation population is 10,392. This includes active duty military, family members on and off base, DOD civilians and private business personnel. MHAFB contributes significantly to the local economy through civilian employment, contracting, and purchases from local businesses.

JA1.2 Electric Distribution System Description

JA1.2.1 Electric Distribution System Fixed Equipment Inventory

The Mountain Home AFB electric distribution system consists of all appurtenances physically connected to the distribution system from the point of demarcation defined by the Right of Access. The distribution system consists of the items listed in Table 1 “Fixed Inventory Electric Distribution System” in Section JA1.2.1.2 Inventory. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The following description and inventory is included to provide the Offeror with a general understanding of the size and configuration of the distribution system. The Government makes no representation that the inventory is accurate. The Offeror shall base its proposal on the Table 1 inventory below. However, the Offeror should use the following reference points for developing other aspects of its proposal: site inspections, information in the technical library, and other pertinent information.

Specifically excluded from the electric distribution system privatization are:

· airfield lighting

· parking lot lights serviced by secondary feed from a building

· emergency generators that exist for the purpose of emergency back-up for AF facilities

· Electric distribution facilities at GSUs including: Saylor Creek Gunnery Range, the Small Arms Range Annex, the C.J. Strike Dam Marina, Rattlesnake Radar Station, Middle Marker, Grasmere Electronic Combat Site, and Seneca Ground Wave Emergency Network Station.

JA1.2.1.1 Description

The base electrical distribution system is powered by two services from Idaho Power. One service enters the site at 138 kV and the second enters at 69 kV. The 138 kV line enters the base from the northwest on Liberator road and the 69 kV line enters the site from the northeast on Perimeter Road, east of the main gate. The two services are terminated at the main base electrical substation located on Liberator road. The substation consists of two separate areas, the utility-owned substation and the base-owned substation. Both areas are fenced separately and located adjacent to each other. The connection between the two substations is by overhead wiring. The utility owns the overhead lines to the point where it terminates on the base owned bus bars inside the base-owned area. The base takes ownership of the system at the termination point on the busbar.

There are eight feeders leaving the main substation that powers the base.

Each feeder leaving the substation has primary CT metering, an automatic recloser and bypass switch. Each circuit has a meter to measure the power consumed on each circuit. Seven meters were rebuilt in 2007 and a new meter was provided with the pad-mounted equipment in 2008.

Idaho Power owns a distribution line that runs from the main substation down Phantom Road and Eagle Drive to a dead end point at the end of Eagle Drive. There is no equipment powered from this line, but it is energized. This line is going to be removed in the future but has not yet been funded.

There are two housing areas that will be demolished in the future. They are the Elk Heights (formerly “Desert Vista”) and Falcon Estates (formerly “Old Gunfighter”) subdivisions. Both of these areas have overhead primary and secondary distribution. The inventory for those subdivisions will remain and is included in the Table 1 inventory.

The Dunes subdivision is currently under demolition. The existing street lighting and power distribution system will remain and is included in the Table 1 inventory.

The base roadway lighting system is powered from the primary distribution system through step-down transformers and distribution panels located around the base. The transformers step the voltage down to 120/240v, single phase power and the power is distributed on the site from outdoor panel boards.

JA1.2.1.2 Inventory

Table 1 provides a general list of the major electric distribution system fixed assets for the Mountain Home AFB electric distribution system included in the sale. The design life column indicated in Table 1 is used by the Government in the development of the Government Should Cost Estimate. The design life is not mandated in the Offeror’s proposal. However, the proposal must clearly explain the use of any system component design life that significantly differs from the published Government design life.

JA1.3 Specific Service Requirements

Service requirements for this electric distribution system are as defined in the RFP Section C, Description/Specifications/Work Statement. The following requirements are specific to the base electric distribution system and are in addition to those found in Section C.

1. The Government will provide the electricity, natural gas, and water commodities and the wastewater collection required to operate and maintain the systems being privatized at no cost to the System Owner (SO). The Government will also provide any infrastructure necessary to connect the facilities required to operate and maintain the systems being privatized to electricity, natural gas, water, and wastewater collection services at no cost to the SO. If fuel oil or propane is required to operate emergency generators, purchase and supply of that fuel oil or propane will be the responsibility of the SO.

2. The Government reserves the right to underground some or all of the existing overhead lines at a future time. For price proposal purposes, the Offeror shall assume that when existing overhead lines require replacement, they will be replaced with overhead lines. If the Government exercises its right to underground these overhead lines that require replacement, an equitable adjustment will be accomplished to cover the difference in installation and maintenance costs between overhead and underground lines. To ensure the Government is afforded the opportunity to exercise this right, the System Owner shall consult and coordinate with the Government prior to replacement of any overhead electrical lines.

JA1.4 Current Service Arrangement

The base is supplied power from Idaho Electric Power Company with two separate overhead power lines. One enters the base from the Northwest and is rated at 138 kV; the other enters the base from the East and is rated at 69 kV. The approximate connected load on the 138 kV line is 26,880 kW and 10,400 kW on the 69 kV line. The power usage for the year 2008 was 45,736, 949 kWh. The main substation on the base consists of two separate substations that are adjacent to each other. One is owned by the utility company and the other is owned by the base. The utility substation provides power overhead to the base owned substation. The utility owns the overhead lines to the point where they connect to the substation busbars which are located inside the base owned substation. Both substations are fenced separately.

JA1.5 Metering

JA1.5.1 Existing Meters
