Performance Work Statement Grand Teton National Park Provide Snowplowing Service on Moose-Wilson Road September 2021
Introduction:
Provide snowplowing service on the south end of the Moose-Wilson Road for approximately 1-mile from the Granite Entrance Station to the Granite Trailhead within Grand Teton National Park starting on or about October 22, 2021.
Background:
The southern paved portion of the Moose-Wilson road between the Granite Entrance Station and the Granite Canyon Trailhead parking area is open to visitors year-round. During winter snow conditions, the road must be plowed in order to provide visitor access to the trailhead for winter activities such as skiing and snowshoeing. The road also provides access to private roads and residences. Because the Moose-Wilson Road is typically closed from November 1st through April 30th between the Granite Canyon Trailhead and Death Canyon, the park snow plows, located in Moose, are not able to access the road segment south of Granite Canyon Trailhead without taking a 27-mile detour around the winter closure. Contracting the snowplowing of this segment is more efficient and cost effective. The government seeks to meet the requirement through Performance Based Acquisition which is structured around the results to be achieved rather than the manner by which the work is performed.
Scope:
The Contractor shall furnish all labor, tools, materials, supplies, and equipment, necessary to remove snow from the Granite Entrance Station to the Granite Trailhead parking area (see attached map) including the associated parking lots. Snow removal shall be performed by the Contractor in a manner comparable to that of the Wyoming Department of Transportation and in a manner acceptable to the Contracting Officer. Any ice and/or snow in excess of maximum allowed within the traveled portion of the road width is the responsibility of the Contractor (bare shoulder to bare shoulder) and should be removed by the Contractor under the Contract. This will include snow melt, snow fall, and snow slides. The Contractor shall maintain the following general work standards in performance of the snow removal:
• Snow shall be removed from the roads within the contract time period of either 4:00am to noon or noon to 9:00pm (time period will be set at the time of contract award per the contractor’s quote) upon an accumulation of 3” for as many times as necessary during the day, to permit safe, public vehicular travel and school bus travel; and, when instructed to do so by the COR, when a hazardous condition exists.
• Snow shall be removed from the full width of the traveled portion and/or surface portion of the roads and shall be fully removed from all cul-de-sacs or turn arounds so as to permit use of the full areas of the same for turning around by all vehicles.
• A snow floor up to a maximum depth of three (3) inches will be allowed on all roads, except that during winter thaws, mild weather conditions or extremely rough surface, said snow floor shall be bladed down with a grader to within one inch of road surfaces for the full width of the road. Ice, snow or slush cut from roadway shall be removed from travel lanes by either blade or rotary.
• To the extent deemed necessary by Contractor and the COR. Contractor shall supply snow stakes, which the Contractor shall set out before the ground freezes. The Contractor shall keep and maintain said stakes and shall replace the same as needed. When said stakes are no longer necessary for the performance of the snow removal maintenance, the Contractor shall gather up the same that they have installed on or before April 30.
• The Contractor or his representative shall be available to inspect the road, before the time period start time (4am or noon - time period will be set at the time of contract award per the contractor’s quote) to call for equipment and manpower needed to begin plowing at the time period start time (4am or noon). Inspections shall be performed throughout the day as needed to maintain an open road throughout the contract time period.
• In the event the Contractor is unable to perform the work standards and specifications of the contract within 3 hours of the contract period start time, the Government reserves the right to hire the manpower and equipment necessary to maintain open road conditions. The expense of this work will be deducted from the Contractor’s next month payment.
• Safety is of the foremost importance. To avoid a head-on collision and minimize damage in other accidents, plowing is to be done in the normal direction of travel, except when extreme conditions indicate otherwise and then only with use of adequate traffic control measures which will allow plowing against traffic and ensure the safety of the travelling public.
• All equipment used for snow or ice removal will have in addition to lights furnished as standard equipment by the manufacturers, adequate amber flashing or rotating lights which will be visible at all times on all sides.
Damages
Damage to surfaced portions of roads caused by defective equipment or neglect of the Contractor and damage to culverts, bridges, posts, fences, signs, guardrails or like objects as a result of snow removal by the Contractor shall be the liability of the Contractor. There will be an inspection prior to the season and after the completion of the season by a representative of the Contracting Officer and of the Contractor to verify condition of culverts, bridges, posts, fences, signs, guardrails, or like objects. Any damage identified after the season shall be repaired by the Contractor; repair shall restore damages to its same or similar condition prior to damage; damages shall be replaced at the cost of the Contractor. All such repairs or replacements shall be satisfactorily completed within a reasonable time after damage or by a reasonable date which shall be established by the Government. If such repair or replacement is not satisfactorily completed, the Government shall deduct the costs of the damages from the consideration due the Contractor and withhold the damages until such time as the repair or replacement is completed.
Government Furnished Property
This contract does not provide any Government Furnished Property.
Period of Performance
The Period of Performance is a base contract from November 01, 2021 through October 01, 2022, plus four option years.
Quote Instructions
1. Simplified Acquisition evaluation procedures as set forth by FAR Part 13 will be applied in the evaluation of offers received. Contractors must provide the completed documents referenced in the Required Submissions section in order to allow the Contracting Officer to deem offeror responsive.
1. Award(s) shall be made to the responsible, responsive contractor(s) submitting the lowest price quote who provides the required documents per the Required Submissions section in accordance with the terms and conditions of the solicitation.
1. The Contracting Officer will review all pricing and other materials submitted to verify that the information supports what was requested. The government reserves the right to review any and all pricing and other information submitted and request changes as part of this review process. The contractor may be asked to provide additional price-related information to substantiate pricing offered with the understanding that the Contracting Officer will use this information to make a fair and reasonable determination.
1. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
1. Multiple awards – The government intends to award one, two, or three awards from this solicitation. The offer or offers that is/are most advantageous to the Government will be selected.
Quote Price
The government intends to consider pricing via a lump sum method for the winter season and via a per occurrence method. Offers are encouraged to provide pricing for all options, locations/times, and pricing methods, however offerors are not required to provide pricing for all options, locations/times, and pricing methods. Upon award of the successful contracts, one pricing method (lump sum or per occurrence) will be selected for the life of the contract for the base and all option periods. If the lump sum method is selected, the lump sum price will be divided by six (6) to allow for the contractor to bill monthly.

Invoicing
The contractor shall invoice the government on a monthly basis. The invoice must contain an itemized listing for the number of occurrences and the date(s) the service was provided.
