CESAJ-CD-WW

MEMORANDUM FOR THE RECORD: CESAJ-CT

SUBJECT: Pre-Bid Site Visit, Jupiter-St. Lucie Crossroads Dredging, Group 2-18-R-J0007 Palm Beach County, FL

1. A pre-bid site visit was held for the subject solicitation on June 10, 2020. The sign in sheet is attached.

2. The meeting kicked off at 0900 at the Jupiter Inlet parking lot. Introductions were made and the COR discussed the summary of work as provided for in the solicitation’s contract specifications as well as discussing the attached agenda items.

3. COR read the agenda items to the group (see sign in sheet for attendees). Following reading of agenda questions were asked. COR reminded the prospective bidders to follow the Instructions for Technical Inquiries (attached).

The County asked what the bid quantity was. A copy of the bid documents were on hand and we read out loud the quantity from the bid document.

The County asked if the corps could request 24/7 work allowance. The COR said he would get back with the County. James Towner with Gulf Atlantic Dredging asked who would provide 24/7 notices to the residents. COR could not answer and asked to submit that per the Instructions to Technical Inquiries.

At 0915 we left the Jupiter Inlet parking lot to walk the beach. Arrived at FDEP Ref 13.5 and walked to the staging area. James Towner with Gulf Atlantic Dredging asked who would provide 24/7 notices to the residents. COR could not answer and asked to submit that per the Instructions to technical Inquiries. Left staging area at 0930 to go back to the Inlet parking lot.

0935 arrived at Inlet parking lot and Cavache arrived as we were leaving to go to Twin Rivers Park. CoR provided Cavache with directions and we all agreed to arrive at 1030 at Twin Rivers Park.

3. Time: 1030 arrive at Twin Rivers Park, south side of St. Lucie Inlet. Had a look at the bid set of plans and a question was asked about the possibility of using Twin Rivers Park to keep fuel for the duration of the St. Lucie work. COR asked them to review the specifications as it might refer them to seek coordination with the Park.

Another question was asked if the Government had surveys of the impoundment area for St.

Lucie. A question was also asked regarding the placement of material in the impoundment area.

Were there any limitations? COR asked them to refer to the Instructions for Technical Inquiries attached.

The group was ready to disband at 1100 and Cavache arrived at that time. The COR reminded everyone that this was not a mandatory pre-bid meeting.

COR left at 1100.

4. Prebid site visit was completed 1100 hours
