ENVIRONMENTAL REQUIREMENTS

PRE-PROPOSAL CONFERENCE: ENVIRONMENTAL

REQUIREMENTS

Shorebird Monitoring:

The contractor is responsible for this action or subcontracting this work to a qualified bird monitor (see Sec. 01 57 20 Section 1.9.1.)

• Shorebird breeding season dates for this project area are February 15 through September 1 (note that while most species have completed the breeding cycle by September 1, flightless young may be present through September and must be protected if present).

• Bird surveys are to be conducted in all potential beach-nesting bird habitats within the project boundaries that may be impacted by construction or pre-construction activities. Breeding season surveys are to begin on the first day of the breeding season or 10 days prior to project commencement (including survey activities and other pre-construction presence on the beach), whichever is later.

• Any parts of the project where “project activities” on the beach take place entirely outside the breeding season, do not require shorebird surveys.

• In the event that the project is being constructed during breeding season, the contractor must perform all necessary shorebird requirements detailed in Sections 3.1.5.8, 3.1.5.9, and 3.1.5.10 of the Sec. 01 57 20.

• If all project activities are completed, and all personnel and equipment have been removed from the beach prior to the end of the breeding season, route surveys must continue to be conducted at least weekly through the end of the breeding season.

• Surveys are to also determine whether the completed project has attracted birds to the renourished area and appropriate shorebird buffer zones are to be installed and removed as per required in this authorization.

• Reporting: Within 30 days of completion of the project, submit the Logs/Summary of Bird Nesting Monitoring Report to the

Project Biologist, Contracting Officer and cc the Environmental Compliance POC.

REQUIREMENTS

Piping Plover and Rufa Red Knot Protections:

• One pre-construction piping plover and rufa red knot survey will be conducted within a 10-day timeframe beginning the first Friday in February, as outlined in the Florida Shorebird Alliance's Winter Shorebird Survey (https://flshorebirdalliance.org ).

• If the February pre-construction survey is not possible, two pre-construction piping plover and rufa red knot surveys will be conducted at least 15 days apart and reported to the Contracting Officer. Pre-construction surveys are not to be conducted between May 16 and July 14.

• These requirements are detailed in Section 3.1.5.10 of the Sec. 01 57 20.

• Reporting: Pre-Construction Piping Plover And Rufa Red Knot Survey(S) must be provided to the

Contracting Officer within 10 days after NTP.

REQUIREMENTS

Sea Turtle Monitoring:

• As per Section 1.9.3.1 of the Sec. 01 57 20, an FF&WCC permitted subcontractor is required to be approved by the Contracting Officer to accomplish the sea turtle monitoring and relocation of this section unless they demonstrate to the satisfaction of the Contracting Officer the capability to accomplish sea turtle monitoring and relocation by obtaining a permit from the FF&WCC for daily monitoring and relocation that is specific to the project beach area.

• The current MTPH for this area is Sara Tytlar from the county, but her permit does not include relocations, so her permit would need to be amended with FWC. A sub-contractor could be utilized for this project as well. The contractor would have to coordinate this.

• The marine turtle nesting season is from March 1 through November 30.

• The marine turtle nest monitoring/relocation requirements are detailed in Section 3.1.5.5 of Sec. 01 57 20.

• If dredging and placement of material on Florida Beaches has not commenced prior to March 1, commence turtle monitoring and nest location activities for a period of 65 days prior to performing work (including movement of equipment) in the beach fill area or commence turtle monitoring on March 1st whichever date is later. In such case, after turtle monitoring and nest location/relocation activities have been performed for a period of 65 days, commence work in the beach fill area and continue the monitoring activities concurrently with performance of the work. Turtle monitoring and nest location/relocation activities are required through November 30 or until completion of the work on Florida Beaches, whichever is earlier.

• The contractor cannot commence construction until the turtle monitoring and nest location/relocation activities have been performed for the 65-day period.

• Reporting:

– Daily turtle monitoring logs must be taken, and the results should be submitted weekly to the contracting officer, project biologist, and carbon copy the environmental compliance POC.

– Submit the Logs/Summary of Marine Turtle Nesting and Relocation to the Project Biologist, Contracting Officer, and carbon copy the

Environmental Compliance POC within 30 days of completion of the project. Include the project location (FDEP-R monuments), dates of construction, descriptions and locations of self-release sites in this report.

REQUIREMENTS

Seagrass Monitoring:

• Refer to the Biological Monitoring Plan for specifics regarding benthic resource monitoring requirements:

• Section 2.0 – Atlantic Intracoastal Waterway (AIWW) Channel Monitoring

• Section 3.0 – Monitoring Team Requirements

• See also Section 1.9.3 of Sec. 01 57 20 for additional resource monitoring qualifications

• Section 4.0 – Monitoring Schedule

• Section 5.0 – Reporting Requirements

• Each dredging event of the AIWW project area will require an immediate pre-construction monitoring event (within 60 days of dredging mobilization), and an immediate post-construction monitoring event (within 60 days of dredging completion).

• Commencement dates of monitoring events shall be reported via email to the FDEP JCP Compliance Officer (JCPCompliance@floridadep.gov) roughly seven

(7) days prior to their start and the day that monitoring begins.

• Section 5.2 – Pre-Construction Monitoring Data specifies that an immediate pre-construction monitoring event shall be completed prior (no more than 90 days) to each dredging event. At least 30 days prior to the commencement of construction, all immediate pre-construction monitoring data shall be submitted.

• Section 5.3 – Post-Construction Monitoring Data specifies that all post-construction monitoring data shall be submitted within 45 days of completing each post-construction monitoring event.

• Pre- and post-construction monitoring (resource edge delineation and transect surveys) shall be conducted for all areas within 100 meters of any dredging activities.

• Reporting:

• Within 90 days of completing each post-construction monitoring event, a written monitoring report shall be submitted.
