About this file

This document is a Pre-Proposal Conference attendance record and summary for a federal dredging contract opportunity. The conference for CONTRACT GROUP1-26-R-J001, Intracoastal Waterway Maintenance Dredging in the vicinity of Bakers Haulover, Miami-Dade County, Florida, was held on Wednesday, April 22, 2026, via Microsoft Teams at 10:00 AM EDT. Thirteen participants attended, including representatives from the U.S. Army Corps of Engineers (USACE), Southwind, Southern Dredging Co., and Ahtna Marine Construction.

The conference addressed critical permit and environmental compliance requirements under Permit 0173188-008-JC. Key restrictions include prohibition of sling anchoring within benthic biological resources; all anchoring must remain within the designated work area. Turbidity monitoring requirements under Specific Condition 23 mandate immediate cessation of construction activities if turbidity levels exceed 4 NTUs above background within Outstanding Florida Waters (OFW) or 29 NTUs above background outside OFW, with work resuming only after corrective measures restore acceptable levels. This requirement applies to all project-associated turbidity sources including scow or pipeline leakage. The contract award is anticipated on or about June 12, 2026, with Notice to Proceed (NTP) issuance on or about June 26, 2026, contingent on timely bond receipt. Contractors may commence work after turtle monitoring and nest location/relocation activities are completed for 65 calendar days following NTP.

“Any project-associated turbidity source other than dredging or fill placement for beach nourishment (e.g., scow or pipeline leakage) shall be monitored as close to the source as possible.
