MEASUREMENT AND PAYMENT
PART 1 GENERAL
1.1 SUMMARY
This section describes how Line Items will be measured and paid for when making progress payments. Work to be measured is described in specification sections listed for each Line Item. Measurement procedures for payment, required quantity survey or procurement documentation and payment restrictions are described in applicable specification sections.
Allocate costs for work not specifically mentioned to the Line Item most closely associated with work involved. Unless there is a specific Line Item for administrative costs, such as Quality Control and Safety, allocate such costs proportionally across all Line Items.
1.2 RESIDENT MANAGEMENT SYSTEM (RMS)
1.2.1 Definition
The terms "Contract Line Item Number (CLIN)" and "Line Item" are interchangeable herein (e.g.: CLIN 0001 is Line Item 0001). The term "CLIN" is a contracting term used in the Resident Management System (RMS) payment data base.
1.2.2 Instructions
See Section 01 45 00 RESIDENT MANAGEMENT SYSTEM CONTRACTOR MODE (RMS CM) for more information on CLINs, schedule of values of pay activities and construction schedule, and payment procedures. The Contractor mode user manual with in-depth instructions can be downloaded from the RMS web site indicated in Section 01 45 00 RESIDENT MANAGEMENT SYSTEM CONTRACTOR MODE
(RMS CM).
1.3 SUBMITTALS

b. In addition to the above, payment will be made for in-place beach fill to the tolerance line indicated on both berm and slope.
Payment quantities will be determined by the Government using average end area method of calculation, except in locations where a Construction Baseline (CBL) Points of Intersection (PI) existing between two stations and at the end tapers/transitions. At these two locations, Digital Terrain Model (DTM) surface-to-surface method of calculation shall be used. When beach fill is placed above the slough zone to compensate for wave action, payment will be based on a cut and fill calculation. No payment will be made for material placed in excess of the tolerance template A(T) indicated on the drawings.

a. The maps and/or drawings already prepared (clause CONTRACT DRAWINGS, MAPS, AND SPECIFICATIONS of Section 00700 CONTRACT CLAUSES
SECTION 01 22 00 Page 5 in Volume 1) are believed to represent accurately the existing conditions at the time the surveys were performed, but the depths and elevations shown thereon may be verified and corrected by elevations and soundings taken before commencing the work. Once quantities within a specified reach or section have been determined through the use of in-place measurement, they will not be reopened except on evidence of collusion, fraud, or obvious error.
b. Beach fill satisfactorily placed will be measured for payment by use of the average end area method and Digital Terrain Model (DTM) surface-to-surface difference method at the respective locations stated in subparagraph "Payment" above. The quantities will be computed by the Government in accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1. Measurement of quantity placed for pay purposes will be based on original and final surfaces made on the section or reach indicated on the drawings. The Contractor shall give 3 calendar days advance notice, in writing, to the Contracting Officer's Representative of the need to perform the original and final surveys. Quality Control Surveys shall be the responsibility of the Contractor. Monthly partial payments will be based on approximate quantities determined by measurement of the in-place beach fill and in accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1.
c. In accordance with clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1, the Government will perform pre- and post-construction topographic survey at 100-foot stations with elevations taken at 10-foot cross shore intervals, including breaks in slope, from the baseline to the toe slope elevation. An additional cross section shall be collected at CBL PI's along a line bisecting the angular difference of lines tangent to the incoming and outgoing CBL and every 50 feet within the end tapers/transitions. In order to achieve final grade in slough zone, the Contractor shall place material to final grade within tolerance for the entire slope or may stockpile beach fill up-slope of slough zone. After stockpiled beach fill is measured for payment, the Contractor shall shape the slope to within the minimum and tolerance grades from top of slope to waterline producing a smooth uniform slope. Once post-construction survey is performed, no measurements will be revised except on suspicion of fraud or obvious error.

1.3 DEFINITIONS
1.3.1 Acceptance Sections
Fill placement acceptance sections are defined as the portion of the renourished beach lying between two immediately adjacent pay profile lines.
1.3.2 Compensating Slopes
The allowance for pay volume above the fill tolerance to compensate for vacancies within the fill template due to sediment relocated by natural forces between the time of placement and payment surveys.
1.3.3 Erosion Control Line (ECL)
The boundary between private property and State land.
1.3.4 Construction Baseline (CBL)
To closely resemble the shoreline, a Construction Baseline (CBL) was established. The CBL determines the seaward/gulfward berm crest width and the construction stationing for pre- and post-payment surveys.
SECTION 35 20 25 Page 4
1.3.5 Maximum Dredging Depth
Depth within the designated borrow area limits below which the contractor shall not excavate. Penalties associated with excavation below this depth, as evidence by the after dredge survey, are included herein. Contractor will not be penalized for locations in the borrow area which were already deeper than maximum depth prior to dredging. The Florida Department of Environmental Protection (FDEP) designated "disturbance depth" is a 2 foot layer located beneath maximum depth in which material can be agitated but not removed.
1.3.6 Target Depth
Depth within the designated borrow area limits to which the Contractor shall excavate before being permitted by the Contracting Officer to proceed to another subdivision within that borrow area, or relocate to another borrow area. The target depth for this project is set at one foot above the maximum dredging depth for each of the subsections of the borrow areas.
1.3.7 Work Area
Work area is defined as the area where Contract work is to be performed, as shown on the contract drawings, impacted by contractor operations, and additional areas agreed by the Contracting Officer.
