From the monuments, control data and elevations established by the Government, the Contractor shall complete the layout of the work and shall be responsible for all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.
1.6.3 Survey
The Contractor shall furnish, at his own expense, such stakes, templates, platforms, equipment, tools and material, and all labor as may be required in laying out any part of the work from the monuments, control data and elevations established by the Government. It shall be the responsibility of the Contractor to maintain and preserve all stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks are destroyed by the Contractor or through his negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at his discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor. The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.
1.7 DAMAGE TO WORK
The responsibility for damage to any part of the permanent work shall be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is

1.4 DREDGING RESTRICTIONS
1.4.1 Vessel Traffic
The Contractor shall coordinate with the port pilots to determine the impacts that vessel traffic will have on dredging operations within the Entrance Channel.
1.4.2 Order of Work
There is no specific order of work for this project. The dredging performed by all dredges shall be continuous within reaches approved by the Contracting Officer.
1.4.3 Transportation of Material
Water and dredge material shall not be permitted to overflow or spill out of barges or hopper dredges during transport to the disposal site.
1.5 SPECIAL INSTRUCTIONS
Dredging of insitu rock is not required; but if encountered, the location and extent of any insitu rock above grade or required depth shall be reported to the Contracting Officer.
1.5.1 Probability of Rock in Dredging Area
In situ rock was encountered by the dredge and displaced in the Entrance Channel during a recent dredging event. Therefore, it is reasonable to assume that sand to boulder-sized rock fragments may be encountered in the shoal material along the channel sides and in the overdepth. The amount of rock fragments is estimated to be less than 0.2 percent of the total dredge volume. Notwithstanding this, intact formations of in situ rock, if encountered, are not required to be dredged. See subparagraph "Rock Screening and Removal" below.
1.5.1.1 Screening and Disposal of Rock
To reduce the significant occurrence of remediation on placed material, all material greater than 3/4 inch shall be screened at the outfall pipe to remove from fill placement. Screened material shall be removed and disposed at a location accepted by the Contracting Officer. Crushing of the rock and dispersing in the fill material shall not be allowed. The method by which the Contractor removes the rock shall be of their own design and shall be constructed so as to insure removal of all such rock. If using a Hopper Dredge, rock screening shall not be performed at the drag head. The material retained will include rock fragments, whole and broken shell, and coral fragments. The Contractor's method of screening for rock removal shall be of their own design, however, the outfall discharge shall be fully encased by the 3/4 inch screen on all sides, including top and bottom, and not allow for any discharge to escape without passing through the 3/4 inch screen. If at any time it is determined that any portion of the outfall slurry is being discharged without passing through the screen, the Contractor shall shut down the dredge plant operations until the screen is repaired or changes in the methodology are made to ensure all outfall slurry discharge is passing through the screen. The contractor shall be responsible for remediation of all material greater than 3/4 inch placed on the beach at the Contractor's own expense. The Contractor's method for screening shall be submitted for information and approval prior to
SECTION 35 20 23 Page 9 commencement of work. The separation does not exclude the Contractor meeting the Table 1 requirements specified further herein.
1.6 PUMPING OF BILGES
Contractors are warned that pumping oil or bilge water containing oil into navigable waters, or into areas which would permit the oil to flow into such waters, is prohibited by Section 13 of the River and Harbor Act of 1899, approved 3 March 1899 (30 Stat. 1152; 33 U.S.C. 407). Violation of this prohibition is subject to the penalties under the referenced Acts.
1.7 HISTORICAL PERIOD SHIPWRECK SITES
If any shipwreck, artifact, or other objects of antiquity that have scientific or historical value, or are of interest to the public, are discovered, located, and/or recovered, the Contractor acknowledges that:
a. The site(s), articles, or other materials are the property of the State of Florida, with title vested in the Department of State, Division of Historical Resource; and that,
b. He will immediately notify the Contracting Officer.
1.8 UTILITY CROSSINGS
