PERFORMANCE WORK STATEMENT
TEST and INSPECTION
FOR
AERIAL APPARATUS LADDERS and GROUND LADDERS
Joint Base Charleston, South Carolina

INTRODUCTION: The JB Charleston FES requires Annual Inspection and Testing of two (2) Fire Department Aerial Apparatus Ladders, two (2) Fire Department ARFF Aerial Apparatus Water Towers and fifty one (51) Fire Department Ground Ladders.
1. GENERAL DESCRIPTION
The contractor shall provide annual inspection and testing of two (2) Fire Department Aerial Apparatus Ladders, two (2) Fire Department ARFF Aerial Apparatus Water Towers and fifty one (51) Fire Department Ground Ladders. The contractor shall provide all the necessary labor, materials, and equipment to perform inspection and testing. The Government shall schedule the inspection and testing appointments with the contractor for annual maintenance. The Government shall provide oversight, quality assurance, and safety of contractor operations in the area where the ladders are located.
2. REQUIRED WORK
Required services are to be performed by a qualified service and repair technician. National Fire Protection Association mandates that maintenance shall be provided by a certified technician. The contractor shall provide a certified technician and the technician(s) certification prior to providing inspection and testing of aerial and ground ladders.
Each Inspection and Test shall be in accordance with National Fire Protection Association (NFPA) Standards:
1932: Standard on Use, Maintenance, and Service Testing of In-Service Fire Department Ground Ladders, 2020 Edition 1911, Standard for the Inspection, Maintenance, Testing, and Retirement of In-Service Automotive Fire Apparatus, 2017 Edition
The contractor shall follow manufacturer’s instructions for maintenance for each Make and Model listed below.

Reports:
Complete evaluation report (or check list) with detailed list of maintenance and repairs completed for each ladder according to manufactures instructions. Reports shall include, but are not limited to, record of each testing criteria. The contractor shall provide recommendations and a detailed list of any additional maintenance and replacement parts necessary for safe and proper operation. The contractor may also provide a proposal for additional parts and replacement costs with the semi-annual maintenance report.
2. SERVICE SUMMARY
The PWS includes Performance Objectives that describe the desired end result or outcome the Contractor shall achieve. The Performance Thresholds states the minimum acceptable level of the performance in terms of quality, timeliness, and quantity in realistic and achievable standards. These thresholds are critical to mission success. The PWS paragraph references the details of the performance objective in the PWS.

3. GOVERNMENT-FURNISHED PROPERTY AND SERVICES
The Government shall provide basic utilities to include electricity and water. There is no other government furnished property and services in this contract; materials, equipment, labor, and supplies necessary for the successful performance of this contract shall be provided by the contractor.
4. GENERAL INFORMATION
4.1. Hours of Operation: The base hours of operation are 7:30AM to 4:30PM, Monday through Friday.
4.2. Quality Control: Contractor shall develop and maintain a quality program to ensure services are performed in accordance with this Statement of Work and other commonly accepted commercial practices. These procedures need not be submitted during solicitation or award; however, they must be available upon request by the Government. The contractor will supply the government with a single point of contact in which to address customer complaints and quality control issues.
4.3. Quality Assurance: The government will periodically evaluate the contractor’s performance through the use of Quality Assurance Personnel.
4.4. Safety: The contractor shall comply with all safety regulations and procedures. Upon request, Contractor will provide OSHA 300 and 301 logs to the safety office for mishaps occurring on the installation. Any mishaps involving damage to Government property or injury to Government personnel will be immediately reported to the base safety office.
Contractors, whether regularly involved in routine site operations or engaged in temporary projects must follow all federal and state safety standards. In cases where the contactor will work with Government personnel, Government safety standards will be followed.
4.5. Security Requirements: All contractor employees shall carry a Government issued contractor pass at all times while on either installation. Contractor employees or any representative of the contractor entering the Government installations shall comply with all base security measures implemented at all times. This includes, but is not limited to, background checks prior to base access, vehicle and goods searches, and identification checks during times of increased security.
4.5.1. Base Access: A pass is mandatory before any work may be performed on JB CHS. All personnel employed by the contractor in the performance of this contract, or any representative of this contractor entering the Government installation, shall submit and abide by Security Classification specifications.
