Bidders must provide detailed information about their company, including references, financial status, and legal structure. The project requires comprehensive insurance coverage, including workers' compensation, commercial general liability, and automobile liability, with minimum coverage of $2 million per occurrence. PROJECT DESCRIPTION
This project consists of the removal and replacement of three (3) force main pipes in the Grit Room at the City of
Brighton Wastewater Treatment Plant (WWTP). There are two (2) - 12” and one (1) – 8” ductile iron sewer force mains located inside of the Grit Room. There is also a second 8” force main pipe that is no longer in service and will be abandoned as part of this project.
SCOPE OF WORK
Removal and disposal of existing force main pipe, pipe fittings, valves, link seals, and flow meters.
Removal includes the first 3’ of pipe outside of the Grit Room building and pipe entering flow channel.
Installation of new ductile iron pipe, pipe fittings, valves, link seals, restraints, and flow meters.
New pipe and pipe fittings are to be coated with a protective epoxy paint coating system that is designed to withstand the environment inside of the Grit Room.
Submittal of information pertaining to the new epoxy coatings is required so City staff and/or our engineer can review. (See Page 9)
New valves will be operated using the standard size 2” operating nut. Wrenches for each valve are to be included with the project.
One (1) - 12” force main (flow 1.2 MGD) and one (1) 8” force main (flow 60,000 GPD) will need to remain in service at all times during the project. If the bypass restricts the 12” force main flow, it may cause issues with four different lift stations connected to the force mains. If this occurs the second 12” pipe may have to be bypassed as well.
Any live taps, valve insertions, bypass piping, bypass pumping, or hauling of wastewater flow will be the responsibility of the contractor.
There are two (2) – 8” force main pipes entering the Grit Room building. Only one (1) 8” force main is in service. The 8” force main that is currently not being used will be abandoned using blind flanges. Before blind flanges are installed the section of 8” pipe that flows into the flow channel will be replaced. The section that passes through the building foundation can be cleaned/sandblasted and recoated with epoxy paint.
Contractor will work with City staff to coordinate shutdowns and draining of piping. City staff will perform any shutdowns/turn ons that may be needed.
Wastewater flow that drains from the force mains into the force main access pit inside of the Grit Room can be pumped into the flow channel in the Grit Room. It is the contractor’s responsibility to pump that sewer flow.
Any wastewater flow that drains into the excavated area outside of the building will be removed and disposed of by City staff using a Vactor truck.
New Rosemont flow meters will be constructed from materials that are conducive to handling raw wastewater flow. Documentation will be provided by the contractor for verification.
Submittal of information pertaining to the new flow meters is required so city staff and/or our engineer can review. (See Page 9)
Each flow meter will need a remote read out mounted on existing Unistrut adjacent to force main access pit.
All wiring required to install the new flow meters is to be provided by the contractor.
It is the contractor’s responsibility to reconnect the new flow meters to the WWTP computer/SCADA system.
The new flow meters will need to be calibrated by and certified by a qualified contractor. A report will be provided to show that each meter is measuring incoming sewer flow accurately.
Bid Alternate 1
Provide pricing for using HPDE pipe and fittings in place of ductile iron pipe and fittings. Standards and specifications for the use of HDPE pipe can be found on the City of Brighton website under engineering Standards.
ADDITIONAL CONTRACT REQUIREMENTS
Proposal must include:
All costs associated with any equipment, materials and labor needed for the removal, refurbishment, replacement, and acceptable operation of the Grit Room sewer force mains and flow meters.
Any deviation of any work that is conducted as part of the contract must first be discussed with and approved by the City before work can take place.
Unless agreed upon by both parties, contractor has two weeks to complete the project.
Once project has begun it shall be worked on until completion.
The contractor is responsible for cleanup of the work area each day.
The contractor is required to have a competent Superintendent on site while work is being performed so they can make decisions on behalf of the contractor.
The contractor shall provide the City of Brighton with the project Superintendent’s daytime and emergency phone numbers prior to beginning work.
It is the contractor’s responsibility to obtain accurate measurements and assessments of the pipe, flow meters, and any other related equipment for this project at the Mandatory Pre-Bid Meeting.
The City of Brighton is NOT responsible for the cost of parts and equipment that are ordered and received that do not fit or function properly.
Contractor is expected to follow all safety measures required for this project through MI-OSHA standards and any additional safety standards required by the City of Brighton.
Project is to be completed by August 31, 2025.
