ARE/GRINDING OF ORGANIC MATTER – 23-101BPW
CITY OF PEACHTREE CITY
GRINDING OR GRINDING AND REMOVAL OF
ORGANIC MATTER AT THE RECYCLING CENTER
SPECIFICATIONS
The City of Peachtree City is soliciting bids from qualified firms for the grinding or grinding and removal of organic matter at the City’s Recycling Center located at the corner of SR 74 and Rockaway Road.
The City expects to enter into a fiscal year contract for services (upon award through September 30, 2023), with the option of extending the contract for three (3) additional fiscal years.
1. The Contractor selected will be required to supply the City with an Insurance Certificate showing that they carry a minimum of $1,000,000.00 of liability insurance on the equipment, automobile liability insurance and that they carry the necessary Workers’ Compensation Insurance on all employees. The insurance requirements are outlined in the attached contract.
2. The Contractor shall provide a suitable grinder and appropriate equipment and personnel to feed the available vegetative wastes into the grinder, appropriate equipment to size the available materials for feeding into the grinding equipment, and appropriate equipment to load ground materials into truck-trailers for haul-off.
3. The work shall include retrieving vegetative wastes from piled inventory on-site, feeding the grinder, loading haul-off trailers, and hauling of trailers to a disposal site of the Contractor’s choosing. Volume is to include materials coming on-site during the course of processing the initial inventory of vegetative wastes at the beginning of this contract. During this initial phase of the work, the grinding can proceed on-site during regularly scheduled Public Works Department operating hours for as long a period as may be required to dispose of the initial inventory.
4. After the initial volume is processed and disposed of, the processing of additional incoming vegetative waste inventory shall continue on an ongoing basis. Current inventories will be processed on an as needed basis, typically this is two to four times during the fiscal year. A two (2) week notification will be given prior to the start of work needed. The Contractor’s work hours shall be sufficient to prevent undue accumulation of inventory, allowing for maintenance and weather-related downtime.
5. The Contractor’s work shall include all fueling, maintenance, insurance and general upkeep of the processing equipment.
6. The work shall include sufficient trained, skilled operators to perform the services described herein.
7. The Contractor’s work shall not interfere with any ongoing City activities on adjacent areas of the property. Grinding areas and customer service areas are to be kept separate at the discretion of Peachtree City Public Works Department operations personnel. Areas of operation will be coordinated between the grinding operations and the ongoing customer service operations to ensure the safety of the Peachtree City Recycling Facility customers and personnel, as well as the safety of the Contractor’s operations and personnel. Whenever it is feasible, the Contractor shall conduct grinding operations during regular departmental hours at times when the Recycling Facility is not otherwise open to customers.
8. Whenever possible it is anticipated that ground vegetative materials, if directed by the project manager, will be dispensed directly into Contractor’s available trailers for transport off site, to minimize the risk of fire or contamination.
9. After completion of Grinding and Removal, the remaining ground must be left at a level grade.
10. Once a starting date is agreed upon in writing between the City and the Contractor to begin grinding, the Contractor must begin work on such date. Failure to begin on that agreed date will result in a 10% discount on the grinding for that period. The only exception to this would be an agreement with the Contractual Services Manager due to weather.
11. Grinding and Hauling clarifications:
• The estimated cubic yard annually is 3-4 pulls per year with an estimated 2,000 cubic yards per pull.
• Post grinding yardage will be measured by both the contractor and the City so there will be no question about the amount ground.
• Previously the City has primarily referenced the measuring device on the machine.
• For the City’s past grinding agreement, the billing was based on post grinding.
• The City’s Public Works Superintendent or his appointed alternative will make the determination as to whether the material is hauled away or left or if only a percentage is hauled away. That decision is determined by what is in the best interest of the City.
