The motor must be a 20 HP, 1800 RPM induction motor with TEFC enclosure rated for 460 VAC, 3-phase, 60 Hz ungrounded power systems and 50°C ambient temperature operation. The equipment must operate satisfactorily in dynamic marine conditions (60-degree ship roll, 6-degree pitch, 4-foot heave) and static conditions (15-degree list, 5-degree trim), with ambient air temperatures from 40°F to 120°F and relative humidity from 0% to 95%. Electrical controls must comply with IEC 61131-3, IEEE Standard 45, 46 CFR Subchapter J, and NEMA requirements. The vendor must also provide maintenance parts lists, recommended onboard repair parts (OBRP) lists for twelve-month initial sparing, system stock lists for two-year support covering long lead time items and OEM-critical items, and identification of additional long lead time materials exceeding $2,500 or six-week lead times. Shipping containers must meet ASTM D3951 commercial packaging standards and be suitable for outdoor stowage and forklift handling.

GRAYWATER TRANSFER PUMP UNIT

TECHNICAL SPECIFICATION: GRAYWATER TRANSFER PUMP UNIT

1.0 Applicable Information

1.1 References and drawings listed below can be provided upon request. Unless otherwise specified, technical publications and drawings are applicable to USCGC HEALY.

1.2 Order of Precedence

1.2.1 In the event of a conflict between Technical Specification and the references and requirements cited herein, this Technical Specification takes precedence.

1.2.2 The Contractor must notify the Contracting Officer (KO) in writing for a resolution of any ambiguity or conflict found in the Technical Specification and references prior to proceeding with any work.

2.0 Components, Parts, and Accessories

2.1 This specification describes the requirements for the procurement of three (3) new graywater transfer pump units for USCGC Healy (WAGB-20). This specification DOES NOT include installation of the equipment but DOES include limited technical support by the Vendor to the United States Coast Guard (USCG) to ensure that the equipment is installed and functions correctly.

2.2 The graywater transfer pump unit is defined as an assembled pump, motor, coupling (if applicable), and mounting base.

2.3 The Vendor shall supply Provisioning Technical Data (PTD), Attachment 1, with their proposal response that includes:

2.3.2 Drawings

2.3.3 Pump curves

2.3.4 The technical manual, drawings and pump curves that describe the pump shall provide the United States Coast Guard (USCG) with sufficient information to produce ship specific installation drawings.

2.4 The Vendor shall supply Engineering Data for Provisioning (EDFP), Attachment 2, on system components concurrent with the delivery of the graywater transfer pump units to allow the USCG to produce maintenance procedure cards.

2.5 The Vendor shall provide a maintenance parts list and a recommended onboard repair parts (OBRP) list for the pump.

3.0 General Requirements

3.1 Operational Requirements:

Unless otherwise specified within the Technical Specification, all components, parts, and accessories shall operate satisfactory under the following conditions:

3.1.1 Dynamic Operating Conditions – A ship roll of 60 degrees (double amplitude) in 9.5 seconds, a pitch of 6 degrees (double amplitude) in 6 seconds and a heave of 4 feet (double amplitude) in 11 seconds.

3.2.2 Static Conditions - A 15-degree list (either side) and a 5-degree trim (by bow or stern).

3.2 Marine Use:

3.2.1 The graywater transfer pump unit shall be designed and approved for marine use. All furnished equipment shall be suitable for use indoors and below decks in a marine environment.

3.2.2 The graywater transfer pump unit shall be capable of continuous operation in an environment with ambient air temperatures ranging from 40°F to 120°F and with relative humidity from 0% to 95% inclusive.

3.2.3 Identification and Labeling: A corrosion resistant metal label plate shall be permanently affixed, one (1) to each pump casing and one (1) to each motor housing.

Each label plate shall be engraved with pump and motor defining characteristics to include manufacturer model and serial number.

4.0 Specific Requirements:

4.1 Pump Characteristics

4.1.1 Pump Type: Centrifugal, close-coupled, end-suction, non-clogging, recessed impeller

4.1.2 Orientation: vertical or horizontal

4.1.3 Fluid service: wastewater

4.1.4 Design Flow Rate:200 GPM

4.1.5 Total Dynamic Head (TDH): 95 FT

4.1.6 Shutoff Head: 103 FT

4.1.7 Design Point #2: 300 GPM at 90 FT

4.1.8 Construction: 316 Stainless steel or CD4MCu

4.1.9 Impeller: 316 Stainless steel

4.1.10 Shaft Seal: hard face, double seal, with flush line & filter

4.2 Motor Characteristics:

4.2.1 Type: Induction

4.2.2 Power Rated: 20 HP

4.2.3 RPM: 1800

4.2.4 Enclosure: TEFC

4.2.5 Power Supply: 460 VAC, 3 Phase, 60 Hz, ungrounded power system

4.2.6 Temperature rating: 50C ambient temperature

4.3 Electrical Controls:

4.3.1 Electrical controls shall be in accordance with the requirements contained in IEC Standard 6-1131-3, IEEE-STD-45 and 46CFR, Subchapter J.

4.3.2 Wiring shall be in accordance with the requirements contained in IEEE-STD-45, 46CFR, Subchapter J and NEMA ICS. Wiring harnesses shall be clamped so as to minimize chaffing and shall be positioned so as not to interfere with operation, maintenance and servicing of the compressor unit.

4.3.3 Junction boxes shall preclude the entrance of water, oil and dust. Junction boxes with pre-punched perforated holes shall be prohibited. Junction boxes shall be provided with terminal blocks for wiring connections. Wire and cable connections for power and control within controllers and junction boxes shall be connected to devices or terminal blocks by means of compression/crimp loop type terminal lugs. These connections shall be in accordance with UL 486A or equivalent.

5.0 Shipping

5.1 The Contractor shall provide shipping containers for equipment delivery. Shipping containers shall meet the requirements of ASTM D3951 for commercial packaging.

5.2 The Contractor shall notify the KO and COR via email of pending shipment at least seven (7) calendar days prior to shipment.

5.3 Large items (length + girth of box greater than 130 inches) and items over 70 lbs shall be packaged in skid mounted shipping containers, suitable for handling with a forklift.

5.4 Shipping containers shall be completely enclosed and structurally suitable for stacking. The containers shall be suitable for outside stowage in the weather including precipitation, temperatures ranging from -10° F to 110° F, and dew point up to 80° F. Shipping containers shall be assembled with bolts or screws to permit ease of removal of the cover or lid from the base.

5.5 Major components shall be bolted to the framing system. Loose components shall be intermediate boxed and shall be restrained within the shipping container. Suitable cribbing shall be provided to prevent damage during shipment. Protrusions, projections, corners, sharp edges and fragile areas shall be cushioned to protect the equipment and to prevent rupture of shrink-wrap materials.

5.6 A copy of the packing list for each box or shipping container within the shipset of material shall be prepared and electronically forwarded to the KO and COR for use as a check-off sheet by Seattle SFLC Shipping/Receiving warehouse personnel. A copy of the list shall be posted inside a waterproof, clear plastic envelope on the outside of one shipping container. The packing list shall clearly indicate how many containers or boxes are part of the shipment.

5.7 Shipping Containers (Crates)

5.7.1 Each crate top shall be attached to the skid using bolts or screws so the top may be removed without damage and reused.

5.7.2 Each crate top shall have a minimum of two (2) lifting eyes attached to aid in top removal using a crane.

5.7.3 The crate shall be so constructed that it may be hoisted from both sides by a forklift.

5.8 Equipment shall be delivered within eight (11) months after receipt of order or sooner if mutually agreed upon within the delivery order.

6.0 Miscellaneous

6.1 Original Equipment Manufacturers’ label plates and other identification supplied on the equipment shall not be removed, erased or otherwise destroyed from the equipment.

6.2 All equipment, parts and accessories supplied under this specification shall comply with the requirements listed herein.

6.3 The requirements listed within this Technical Specification shall meet quality assurance requirements.

7.0 Recommended Spare Parts

7.1 The Contractor shall provide a recommended spare parts list for onboard repair parts (OBRP) and system stock parts. All spare parts shall also be identified in the applicable Technical Publication. The USCG reserves the right to order part quantities less than or greater than the recommended quantity within the Contractor provided parts list.

7.1.1 Onboard Repair Parts (OBRP) – Onboard repair parts are items that personnel can replace at the organizational level without special tools or technical support. The Contractor shall provide a list of OBRP including the price and quantity recommended by the Contractor to provide initial sparing to support the end item for a period of twelve (12) months. The list shall include the OBRP Kit part number, OEM Part Number, CAGE Code, part description, National Stock Number (Parts already identified in the Federal Stock System), quantity, estimated cost per part. OBRP supply shall be delivered within twelve (12) months after receipt of order or sooner if mutually agreed upon within the delivery order.

7.1.2 System Stock - System stock shall be the long lead time material (material with lead times over 60 days) and/or manufacturer designated critical items. The Contractor shall provide a list of system stock parts including the price and quantity recommended by the Contractor to support the end item for a period of two (2) years. This list shall include the OEM Part Number, CAGE Code, part description, National Stock Number (Parts already identified in the Federal Stock System), quantity, estimated retail cost per part. System stock shall be delivered within twelve (12) months after receipt of order or sooner if mutually agreed upon within the delivery order. Contractor shall notify the KO if the commercial lead times for any item exceeds 12 months.

7.1.3 Additional Long Lead Time Material - The Contractor shall list any additional equipment and components that are OEM specific and are either greater than $2,500.00 in price or have a lead time greater than six (6) weeks not previously defined in the System Stock.
