About this file
This is a Grant Terms and Conditions document outlining compliance requirements for federal grant awards administered through the South Carolina Law Enforcement Division (SLED) as the pass-through entity. The document establishes comprehensive regulatory frameworks governing how subrecipients must manage, implement, and account for federal grant funds in accordance with OMB Circular 2 CFR Part 200 (Super Circular). Key requirements include project implementation within 90 days of the grant award effective date, submission of quarterly financial and progress reports, written approval from SLED for all contract agreements and substantive project changes prior to execution, and compliance with federal competitive bidding procedures. Subrecipients must provide evidence of project implementation in their first quarterly report, and any contracts involving consultant services require detailed billing documentation including service descriptions, dates, hours, rates, and total costs. Individual consultant costs are capped at $450 per day. All grant funds must be obligated prior to the end of the grant performance period, with final payment requests due no later than 45 calendar days after project completion, and formal evaluation reports required within the same timeframe.
Financial and administrative requirements mandate that subrecipients maintain accurate accounting systems with documented receipts, expenditures, and balances; retain all grant records for a minimum of three years following final expenditure reports; and comply with property control procedures for non-expendable property acquisitions exceeding $5,000. Title to grant-funded property vests conditionally with the subrecipient, subject to proper management and disposition per Super Circular requirements. The document requires compliance with multiple civil rights statutes including Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act, Title IX of the Education Amendments of 1972, and age discrimination regulations. Subrecipients receiving $50,000 or more must maintain drug-free workplace certifications and provide equal employment opportunity assurances. Additional compliance obligations include conflict-of-interest disclosures, debarment certifications, restrictions on lobbying activities for grants exceeding $100,000, insurance coverage for federally funded property and equipment, and prohibition on fund supplantation. SLED retains authority to suspend or terminate funding for substantial non-compliance with grant conditions, false certifications, or failure to meet reporting requirements.
