About this file

This Request for Information (RFI) seeks industry input on modernizing the Global Positioning System-Survey (GPS-S) for the Marine Corps Systems Command. The RFI focuses on replacing the current GPS-S system with improvements including M-code GPS capability, Windows 11-compliant post-processing software compatibility, inter-station communication via AN/PRC-163 radio, and an updated handheld controller. The system is used by Marine Artillery Sensor Sections to provide accurate survey information in rugged and urban terrain during expeditionary operations.

Vendors are invited to submit a 15-page executive summary by 4:00 PM Eastern Time on 24 December 2025 to Mr. Josh Lim and Ms. Melanie Williams via email. The response must include company information, technical capabilities, testing data, modification requirements, and performance specification details. The RFI is for market research purposes only, with no guarantee of a contract award. Responses should address the system's current capabilities, needed modifications, technology readiness level, and any performance specification requirements that cannot be met.

1. General Information

This Request for Information (RFI) initiates market research under Federal Acquisition Regulation (FAR) Part 10 and shall not be considered as an invitation for bid, request for quotations, Request for Proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of a contractor’s submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any Contractor's input resulting from this RFI. No contract will be awarded as a result of this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Please do not submit proposals at this time. The Government is only seeking sources/information for market research to determine the availability of commercial capabilities in the described areas.

The RFI seeks ideas and information regarding the modernization of a currently fielded survey system known as the Global Positioning System-Survey (GPS-S).

2. Purpose Product Manager (PdM) Fire Support Systems (FSS), Program Manager (PM) Ground Weapons Systems (PM GWS), Marine Corps Systems Command (MCSC) requests information regarding industry’s capabilities and related experience to modernize the GPS-S.

The GPS-S is a system that enables Marine Artillery Sensor Sections to provide timely and accurate survey information by operating autonomously in rugged and urban terrain while supporting expeditionary operations. This system currently consists of commercial off-the-shelf (COTS) components, custom Global Positioning Satellite (GPS) encrypted receivers, and the Trimble Business Center software.

3. System Description and Characteristics The GPS-S major components:

• Handheld controller (Running the latest operating system)

• GPS Receiver (Improvement to M code required)

• Antenna

• Cables and ancillary equipment

• AN/PRC-163 (Government provided)

• Trimble Business Center Post Processing Software (system must interface with)

• Computer (Government-provided) The GPS-S performance specification can be provided upon request and the Government’s review on the RFI responses to allow prospective vendors to understand the capability requirements of the

GPS-S.

The focus of this RFI is to gather information on a replacement for the GPS-S system with the following improvements:

• Improve the system to use M-code GPS.

• Ensure the GPS-S can interface with the Windows 11-compliant post-process software.

• The Reference and Roving Stations shall be capable of communicating between each station via AN/PRC-163 radio.

• Improve the handheld controller to the latest operating system.

Integration:

The GPS-S must be able to integrate with existing Marine Corps systems. These include the existing Trimble S7 Theodolite, AN/PRC-163 handheld radio, Windows 11 computer, and the Trimble Business Center software. The handheld controller must be able to communicate with the post-processing software via cable and shall have the ability to communicate with the Trimble S7 total station theodolite to control and record survey points. The theodolite is not part of the GPS-S.

4. Responses:

Vendors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this RFI via submission of an executive summary in Microsoft Office or Adobe Acrobat, no more than 15 pages in length, using 12-point font. All responses must include the following information:

a. Company Information:

1) Name and address of applicant/company (Corporate/Principal Office)

2) Name, telephone number, fax number, and e-mail address of point of contact

3) General Services Administration (GSA) contract number (if applicable)

4) CAGE Code and DUNS Number

5) Business Size (under NAICS 334511). Identify if your company has ever been awarded a contract from the United States Government (USG) as a prime contractor to design or produce products similar to the GPS-S.

b. Information paper describing capabilities of current system and changes needed to meet the improved GPS-S requirements, including:

1) A product summary

2) Technical characteristics

3) Any testing data available on current system and the number of systems in use

4) Level of effort and design changes needed to modify current system to meet GPS-S requirements

5) Number of system components needing modification to meet GPS-S requirements

6) Technology Readiness Level

7) Classified storage capability

8) Provide a list of any GPS-S Performance Specification Requirements that your system will not meet after modification. Explain any GPS-S Performance Specification Requirements your current system does not currently meet and how you will improve them to meet the GPS-S requirements.
