About this file

This document is a Request for Quote (RFQ) from the Illinois Environmental Protection Agency (IL EPA) for the purchase of a Gel Permeation Column (GPC) Cleanup apparatus. The IL EPA performs approximately 350 fish and sediment analyses annually and requires the new GPC cleanup apparatus to replace an old, failing system to improve efficiency and analytical results. The requested equipment includes an autosampler, injector assembly, high pressure pump, GPC module with UV detector, column bypass valve, solvent sensor, computer and software with license. The due date for quotes is May 30th at 5pm CST. The winning vendor will be chosen based on the low total bid for all products and services, and will be required to set up, calibrate, and provide onsite training for two analysts on the operation and maintenance of the system.

The RFQ specifies that quoted prices must be valid for 30 days, include shipping and handling, and no price increases will be accepted. The agency reserves the right to reject any or all offers. This agreement is contingent upon the availability of sufficient funds, and the vendor may suspend or terminate the agreement in the event of a funding failure.

Item A)

The Illinois EPA wishes to purchase a Gel Permeation Column (GPC) Cleanup apparatus for the preparation of Soil and Fish samples. The DOL performs approximately 350 Fish and Sediment analyses annually for the BOW-SWS as part of their ongoing monitoring program. The purchase of this new GPC cleanup apparatus will replace an old, failing system that requires increasingly more maintenance, resulting in greater efficiency and should improve the overall quality of the analytical results.

Specs) Gel Permeation Column (GPC) Cleanup apparatus:

1. The apparatus must include:

a. Autosampler

b. Injector Assembly

c. High Pressure Pump

d. GPC Module with UV Detector

e. Column bypass valve

f. Solvent Sensor

g. Computer and Software with License

2. Autosampler:

a. Septum piercing for sampling from and collecting to sealed vials as a standard feature to prevent evaporation of sample prior to injection or after collection.

b. Programmable precise rinse volume after sample injection and sample collection.

c. Probe Smart Tracking – sample probe tracks down as sample is loaded keeping only the minimum probe depth exposed. Sampling occurs at the ”top” of the sample and reduces the opportunity for contamination by exposing less of the probe to the sample.

d. Programmable/Customized autosampler mat; User can define custom trays.

e. Optional – Dual-Pump wash station; actively pumps waste from wash station when waste vessel cannot be located below the level of the system.

3. Injector Assembly: Direct Inject – Allows for injection of 100% of the sample (with maximum precision at low volume) as opposed to only ½ of the sample with standard loop overfill technique. Can be set up for Partial loop, exact fill, or loop overfill techniques.

4. High Pressure Pump with operation up to 2,500 psi to accommodate all GPC Cleanup applications, including high-pressure columns.

a. Flow Rate

0.01 – 10.0 mL/min.

b. Max. Pressure

2,500 psi

c. Flow Accuracy +/- 2%

d. Flow Precision

0.5% RSD

e. Material

Stainless Steel

5. Collection Rack Options – sample from the vial used for extraction and collect in the vial you will use for concentration. Avoids sample transfers and analyte loss.

6. Solvent Addition Feature – Add a programmed volume of solvent to vial for rinsing or sample dilution.

7. UV Detector – Internal UV detector.

8. Column Control – Automated Bypass Valve to put the column in-line at the start of the sequence and out of line at the end of the sequence. Has a 5-Column Selector Valve and Column Heater Control Module

9. Solvent Level Sensor – Monitors mobile phase level and warns when the level is low. Will finish current sample, then “pause” the system until solvent level is restored.

10. Software and Micro-PC Controller – Single Windows-based software program to control all modules of GPC system. Micro-PC Controller with flat panel monitor, full networking and USB connections.

a. Full featured reports, including: Method Report, Sample Report, Sequence Report, Column Calibration Report, and Calibration Comparison Report.

b. Automatic flow-rate calibration – select the desired flow-rate, volume measured and time for pump to give volume; software automatically adjusts pump speed.

11. Chromatography/Reporting:

a. Open saved detector data for each sequence and sample.

b. Automatically calculates and displays resolution results according to EPA CLP requirements for GPC Cleanup for selected peaks.

c. Annotation of Peaks and Selected Run Times.

d. Create methods directly from the GPC Cleanup calibration chromatogram.

e. Output Chromatogram to Electronic Report or to a Printer.

f. Report Sequence Configuration, Column, and Method Parameters.

g. Report Sequence details for each sample including Method, Sample, Client and Run-time information.

h. Print Column Calibration Reports.

i. Export Report as PDF.

12. The GPC Cleanup Apparatus must be set up and calibrated by an authorized service technician.

13. All user manuals and documentation must be included with the system.

14. Onsite training must be provided for two analysts on how to operate and maintain the system. Analysts must be capable of operating the system and method in accordance with these specifications.

15. The system must meet the specifications listed here after installation and on-site evaluation by the laboratory staff before the instrument is accepted.

16. The GPC Apparatus must include a full 1 year warranty with the option for 2 additional years of full coverage.
