About this file

This document is the Government's Minimum Specifications for a Technical Data Package (TDP), spare parts, and supporting equipment related to the Expendable Craft Vehicle (ECV) system for the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Code 153.

The contractor must provide comprehensive documentation and hardware to enable the TAHEF (Test and Evaluation Facility) to establish independent overhaul and repair programs for the ECV (10E-01) and ECV power supply (10E-05). Documentation deliverables include overhaul and repair parts recorded as separate drawing sheets with material descriptions, commercial part numbers, current supplier sources, and replacement frequency comments. The contractor shall furnish mandatory replacement hardware kits for the first eight overhauls along with specified spare parts quantities, including guards, shipping plates, cartridges, bolts, nameplates, O-rings, commercial fasteners, test gages, and PCBs. Additional requirements include delivering a historical list of 94 units of each ECV and power supply by serial number with service dates and overhaul records; extended test plans for tests 10E-17 and 10E-52 with Form, Fit, and Function specifications marked in red; updated drawing packages to Revision E for the ECV and power supply; and test and evaluation equipment including software (DAQFactory, WINdaq, DADISP analysis files, FLUKE oscilloscope), hardware (mounting manifold, pressure transducers, flow transducers, bypass valves, pressure reducers, electrical test equipment), and electrical support equipment (hookup cables, test cables, junction box, oscilloscope). Security requirements mandate compliance with DoD CUI protocols, NISPOM procedures, and strict OPSEC measures including secure preparation restricted to authorized personnel, transmission via Government-approved secure channels (DoD SAFE, PIEE, or encrypted courier delivery), limited communications regarding DMSMS vulnerabilities, and subcontractor flow-down of security requirements.

Controlled Unclassified Information (CUI) including Legacy FOUO and Covered Defense Information (meeting the definition of 48 CFR 252.204–7012(a)) generated and/or provided under this contract shall be marked and safeguarded as specified in DoD Instruction 5200.48, CUI available at:

https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodi/520048p.PDF. Any product containing Covered Defense Information shall be assigned a distribution statement (distribution statements B through F) in accordance with DoDI 5230.24 (Distribution Statements on Technical Documents); and DoDI 5230.24, Enclosure 3 Procedures, available at https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodi/523024p.pdf

INFORMATION SECURITY: If the work is performed at the Contractor's facility, the Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of classified information and controlled unclassified information (CUI) and to control distribution of CUI in accordance with National Industrial Security Program Operating Manual (NISPOM) codifying 32 CFR Part 117, NISPOM Rule, and SECNAV M- 5510.36B. If the work is performed at the Government's facility, the Contractor shall comply with facility policy.

CUI INCIDENT REPORTING AND RESPONSE: The Contractor shall promptly report any unauthorized, inadvertent, or illegal release or disclosure of CUI to the Contracting Officer’s Representative / Technical Point of Contact (TPOC), Procuring Contracting Officer, and the Security Office. Contractor personnel shall coordinate this effort through the relevant industry site FSO.

PUBLIC RELEASE: Any controlled unclassified information pertaining to this contract shall not be released for public dissemination, including posting to any social media sites such as Facebook or Twitter, unless it has been approved for public release by appropriate U.S.

Government authority. Proposed public releases shall be submitted for approval prior to release through the appropriate U.S. Government Office.

10.2 Operations Security (OPSEC)

OPSEC is a process that identifies critical information to determine if friendly actions can be observed by adversary intelligence systems, determines if information obtained by adversaries could be interpreted to be useful to them, and then executes selected measures that eliminate or reduce adversary exploitation of friendly critical information.

Because this contract executes a transactional buyout of technical data from an entity ceasing operations or divesting a product line, the Government waives the requirement for a continuous, multi-year OPSEC program (including annual training and programmatic reviews). However, the Contractor shall implement strict, one-time OPSEC measures to protect the Controlled Unclassified Information (CUI), manufacturing know-how, and overall supply chain integrity during the execution of this contract.

During the preparation and delivery of the Technical Data Package (TDP), the Contractor shall comply with the following OPSEC minimum requirements:

1. Secure Preparation: Consolidation and preparation of the TDP shall be restricted to authorized personnel with a verifiable need-to-know.

2. Transmission Security: The Contractor shall not transmit the TDP via unencrypted email or standard commercial cloud sharing (e.g., commercial Dropbox, Google Drive).

Delivery must be executed via Government-approved secure channels (e.g., DoD SAFE, PIEE, or physical delivery of encrypted media via certified/tracked courier) as specified by the Contracting Officer.

3. Communications Security: Discussions regarding the timeline, method of transfer, and specific vulnerabilities related to the Diminishing Manufacturing Sources and Material Shortages (DMSMS) mitigated by this buyout shall be limited to direct communications with the Government point of contact.

4. Subcontractor Flow-down: If the Contractor utilizes any third-party IT or data-packaging vendors to assist in exporting the TDP, the Contractor is responsible for ensuring those vendors adhere to these secure transfer requirements.
