Government Installation Specification U.S. Army Research Laboratory Aberdeen Proving Ground, Maryland 21005 Enterprise Uninterruptible Power Supply (UPS) System Turnkey Installation for Army Research Laboratory Data Center Date: 29 July 2026

C.1 GENERAL INFORMATION

C.1.1 Introduction/Background The U.S. Army Research Laboratory (ARL) operates a mission-critical data center at Aberdeen Proving Ground, Maryland. This facility provides essential computing, storage, and networking infrastructure in direct support of the Army's research and development mission. Continuous, reliable power to this facility is paramount to maintaining data center availability and mission readiness.

The current Uninterruptible Power Supply (UPS) system, an APC Symmetra platform, has reached its manufacturer-designated end of life (EOL). Continued reliance on this aging system presents unacceptable risk to data center operations, including increased probability of hardware failure, diminished battery capacity, and reduced availability of replacement parts and manufacturer support. This condition poses a direct threat to the continuity of ARL's mission-critical operations.

ARL requires a replacement enterprise-grade UPS solution to ensure continuous, conditioned power to all critical IT infrastructure within the data center. The data center is currently supported by backup generator power, and seamless integration of the replacement UPS system with the existing generator infrastructure and automatic transfer switch (ATS) is required.

C.1.2 Objective The objective of this Performance Work Statement (PWS) is to obtain Contractor services to accomplish the following:

· Decommission and remove the existing end-of-life APC Symmetra UPS system and all associated components.

· Provide, install, and commission a replacement enterprise-grade UPS solution that meets or exceeds current data center power protection requirements.

· Ensure seamless integration with existing electrical infrastructure, including backup generator and automatic transfer switch systems.

· Minimize operational risk and downtime to mission-critical systems throughout the transition.

· Deliver comprehensive training, documentation, and warranty support to sustain long-term operational readiness.

C.1.3 Scope This PWS covers all services, labor, materials, equipment, and supervision necessary to achieve full operational capability of a new enterprise UPS system at the ARL data center located at Aberdeen Proving Ground, Maryland. The scope includes, but is not limited to:

· Site assessment and engineering survey of the existing data center environment.

· Decommissioning and removal of the existing APC Symmetra UPS system, including environmentally compliant disposal.

· Procurement, delivery, and installation of two (2) replacement enterprise-grade UPS systems.

· Integration with existing electrical infrastructure, including backup generator and automatic transfer switch.

· Comprehensive acceptance testing and commissioning.

· Training and knowledge transfer to Government-designated personnel.

· Warranty coverage and post-installation support.
