About this file

This document is a Request for Information (RFI) from the Securities and Exchange Commission (SEC) seeking small business sources for Google Marketing Platform support services, specifically Google Analytics and Google Tag Manager. The SEC anticipates awarding a single 5-year contract with options, beginning after the current contract ends on March 31, 2025.

The requirements include annual license enablement with support ticket access and biweekly check-ins, data collection fees for 150-200 million monthly events (peak of 161 million in October 2024), minimum 100 development hours for ad hoc reporting needs, and staff training (three one-hour courses on GA4 reporting). The services will cover five active GA4 properties: The Catalog, The Exchange, investor.gov, Ombudsman Matters Management System, and SEC.gov. Vendors must submit capability statements addressing their ability to meet requirements, current government contracts, GWAC availability, company profile, business type, past performance, and budgetary estimates. Responses are limited to 20 pages and should be emailed to lafranchisep@sec.gov. Notably, developers working on intranet properties should be U.S. citizens eligible for SEC network access.

FY 25 Google Marketing Platform Support Contract Renewal Requirements

Please include these items in requesting quotes to renew the support contract for the Google Marketing Platform, which currently covers Google Analytics and Google Tag Manager. The current contract ends on March 31, 2025. It would be helpful if each item is priced separately in case our budget does not cover all items.

1. Annual License enablement: This is the basic license fee for using Google Analytics on some of the SEC’s websites. This should include having the ability to create support tickets in an online portal with the vendor, and biweekly check in meetings to ask questions and request assistance with configuring and using Google Analytics 4.

2. Data Collection Fee: Assume 150-200 million events per month, but obviously the actual number of events will fluctuate, which means the monthly bill will not be for the same amount each month. In 2024, our highest month was Oct 2024 with 161 million events.

3. Development hours for ad hoc reporting needs (at least 100 hours): This could include requests for assistance creating a new Google Tag Manager tag for any of the five active GA4 properties, or assistance creating new GA4 properties, or with using any of the other products in the Google Marketing Platform suite. For the two intranet properties (The Catalog and The Exchange), ideally the vendor will have developers who are United States citizens who are able to obtain SEC network accounts to visit these sites that are only accessible within the SEC network. Below is a list of the current active SEC GA4 properties.

Property Name
Property ID
The Catalog – GA4 Prod
325867219
The Exchange – GA4 Prod
326278363
http://www.investor.gov - GA4 (Investor.gov)
287281696
Ombudsman Matters Management System – GA4 Prod
333682018
SEC.gov – GA4 Prod
326097000

4. Training for SEC Staff on GA4: Vendor conducts up to three one hour courses on running common reports in GA4 and creating explorations to answer questions not covered by “out of the box” reports. This training is focused on running traffic reports – not creating tags to capture new traffic data.
