About this file
This document is a June 2026 federal construction specification for the Goodenough Vault Toilet Replacement project located in Bannock County, Idaho (coordinates 42.653783°, -112.279167°, elevation 5,447.68 ft). The project involves removal and replacement of one 1,000-gallon single vault toilet structure under a single prime contract.
The work comprises three lump-sum bid items: mobilization and demobilization of contractor forces and equipment; removal and local disposal of the existing 1,000-gallon vault toilet; and procurement and installation of a new 1,000-gallon single vault toilet. The replacement unit must be a PCI-certified precast concrete structure, specifically a Cascadian (Right Hand) model from CXT, Inc. or approved equivalent, meeting structural performance requirements including 125 psf ground snow load, 98 mph wind resistance (Exposure C), seismic Category D, and UL 752 bullet resistance. The unit must include ABA-compliant grab bars, signage, riser, steel doors with dead bolt locks, toilet paper dispenser (3-roll capacity), vent stack owl guard, and solar-powered interior lighting. The vault floor must slope at least 5 percent toward a 24-inch diameter cleanout access, with maximum depth of 5 feet. The manufacturer must provide a minimum 20-year warranty and submit design force calculations stamped by a registered Idaho professional engineer. Work is scheduled during regular business hours (7:00 a.m. to 5:00 p.m. Monday–Friday), with the site remaining open to the public; contractor must maintain temporary fencing and warning signage to protect the public. Progress payments for mobilization are structured at 25 percent when 5 percent of the original bid amount is earned, 50 percent at 10 percent earned, and 100 percent at 50 percent earned from other pay items.
