Director’s Retirement (Silver/Gold) Letters

STATEMENT OF WORK

1.0 INTRODUCTION: To procure retirement letters to recognize Defense Logistics Agency employees retiring with 30 or more years of federal service.

1.1 Defense Logistics Agency (DLA) is an agency within the Department of Defense (DoD). DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It provides support to other DoD Components and certain federal agencies, foreign governments, international organizations and others authorized. DLA has approximately 27,000 military and civilian employees worldwide. Each year some of these employees retire with 30 or more years of federal service and receive a retirement letter signed by the DLA Director.

2.0 REQUIREMENTS:

2.1 Objective. To provide retirement letters signed by the DLA Director to recognize retiring employees with 30 or more years of Federal Service.

2.0 General Requirements. Each letter represents the employees years of federal service. Silver letters are for 30 to 39 years of federal service. Gold letters are for 40 or more years of federal service. The letters are presented to the recipients at the time of his or her departure from the Federal Government. Hard copies of the letters are 7” x 8.5” and are provided to DM-FFX by the Director’s Office. The vendor shall scan the hard copy or prepare digital copy provided and transfer the image onto silver or gold plates. The plates shall be mounted into an 11” x 14” mahogany wood shadowbox with a standoff system on red or blue felt background. The background is based on the director’s service. Red felt background is used for Army and Marine Corps. Blue felt background is used for Navy, Air Force, and Space Force. An enamel lapel pin representing the corresponding general/flag officer flag shall also be affixed to the top of the medal plate. The lapel pin is based on the director’s branch service. The completed product shall be ready for presentation at the employee’s retirement ceremony. Letters produced must be constructed to be durable enough to withstand standard shipping and handling. The vendor shall be located within a 15-mile radius of DLA Fort Belvoir, VA.

3.0 DELIVERY: DM-FFX shall deliver copies (hard copy or electronic can be provided) of the letters to the vendor. DM-FFX will pick up the completed products once finished.

4.0 PERIOD OF PERFORMANCE: The Period of Performance shall be for one year from date of award with an option for two additional years. The first Contract Line Item (CLIN) shall be for 250 silver/gold letters.

5.0 Delivery Date. Standard orders shall be completed and ready for pick up within 3 days of request submittal. The vendor shall have no more than three days from the date the letter is delivered to complete each letter. Vendor must also be able to deliver up to 20 rush jobs with a next day delivery for each contract year.

6.0 GOVERNMENT POINT OF CONTACT (GPOC) or CONTRACTING OFFICER REPRESENTATIVE (COR):

5.1 GPOC/COR: Will be provided upon award.
