About this file
This document establishes goals for female and minority participation in Community Development Block Grant–Disaster Recovery (CDBG-DR) 6-3 projects across multiple economic areas spanning Kentucky, West Virginia, Ohio, Indiana, and Tennessee. The nationwide goal for female participation is 6.9%. Minority participation goals vary by economic area and county classification, ranging from 2.5% in Huntington, West Virginia non-SMSA counties to 18.2% in the Clarksville-Hopkinsville, Tennessee-Kentucky SMSA area. Specific goals are delineated for eight economic regions with further stratification between Standard Metropolitan Statistical Area (SMSA) counties and non-SMSA counties. Goals include the Paducah, Kentucky region (5.2%); Louisville, Kentucky SMSA counties (11.2%) and non-SMSA counties (9.6%); Lexington, Kentucky SMSA counties (10.8%) and non-SMSA counties (7.0%); Huntington, West Virginia SMSA counties (2.9%) and non-SMSA counties (2.5%); Cincinnati, Ohio SMSA and non-SMSA areas (ranging from 5.0% to 11.0%); Knoxville, Tennessee SMSA counties (6.6%) and non-SMSA counties (4.5%); Nashville, Tennessee with the Clarksville-Hopkinsville region at 18.2% and other non-SMSA counties at 12.0%; and Evansville, Indiana areas (ranging from 3.5% to 4.8%).
These participation goals were developed from the U.S. Department of Labor's Technical Assistance Guide for Federal Construction Contractors and serve as benchmarks for contractors engaged in CDBG-DR funded construction projects within the specified jurisdictions. The goals provide measurable targets for minority and female worker participation rates to ensure equitable opportunity in federally funded disaster recovery construction initiatives.
