About this file

This document is a specifications and recommendations summary for a GNSS receiver and field controller purchase by the U.S. Forest Service Region 6.

The USFS seeks to replace aging survey-grade GPS receivers with 8 GNSS receivers, 6 data collectors/controllers, 6 data collection software packages, and associated accessories including batteries, chargers, and attachment hardware. The purchased receivers must fully integrate with existing Trimble R12 GNSS receivers and be compatible with Trimble Access software currently in use by R6 Lands Boundary Surveying staff. Three receivers must include IMU tilt compensation capability. Required technical specifications include UHF radio correction transmission and reception (410-420 MHz), minimum 640 tracking channels supporting GPS (L1, L2, L5), GLONASS, GALILEO, BeiDou, SBAS, and QZSS signals, internal or external raw data logging, Bluetooth communication capability, IP67 or better water/dust resistance rating, ability to withstand a 2-meter pole toppling impact, and CIO TA approval. The antenna and receiver must be integrated into a single contracted unit.

The document identifies only Trimble R12, R12i, and R980 receivers as capable of meeting all specified requirements, noting that R12/R12i models are no longer in production. With only 2 new R12i units available from authorized vendor Frontier Precision, the recommendation is to acquire 3 Trimble R980 receivers as identified in the attached schedule of items. The sole source vendor quote includes equipment trade-in credit.

GNSS Receiver and Field Controller Purchase – Schedule of Items, Specs, Discussion, and Recommendations

This purchase is to replace aging and obsolete survey grade GPS receivers in Region 6 of the USFS. These receivers receive a radio transmission from satellites and broadcasts a radio signal to other receivers for the purpose of determining precise positions on the earth.

This purchase request is for 8 GNSS receivers, 6 data collectors/controllers, 6 data collection software packages, and all necessary accessories for their operation (batteries, chargers, attachment hardware, etc.)

Refer to attached sole source request form for recommended sole source for vendor and items. Note that the quote from sole source vendor includes equipment trade in credit.

SPECIFICATIONS

The following specifications must be met by the receiver purchased:

• Must fully integrate with and utilize radio corrections sent from Trimble R12 GNSS receivers currently utilized by R6 Lands Boundary Surveying staff.

• Must be compatible with Trimble Access currently utilized by R6 Lands Boundary Surveying staff.

• 3 receivers must have IMU tilt compensation

• Must be able to send UHF radio corrections to a radio repeater, and receive UHF radio corrections

• Must be able to track the following signals on, with a minimum of 640 channnels available for tracking:

o GPS: L1, L2 and L5 o GLONASS o GALILEO o BeiDou o SBAS o QZSS

• Must be able to log raw data internally or eternally

• Must have an internal UHF TX/Rx transmit radio that can operate between 410 and 420

Mhz

• Must have the antenna and receiver in one single contracted unit.

• Must be able to communicate through Bluetooth

• Must be able to withstand toppling from the top a 2 meter pole and falling to the ground

• Must have a water/dust resistance rating of IP67 or better.

• Must be CIO TA approved

Trimble brand Land Surveying GPS receivers, total stations, data collectors, and software are extensively used by the USFS survey teams at these locations for survey measurements and data processing. Not all surveying equipment is due for replacement, and the equipment still in use and to be retained is all Trimble branded. Integration of new receivers with the Trimble equipment being retained is required.

As specified, GPS receivers purchased must fully integrate with and utilize radio corrections sent from Trimble R12 & R980 GNSS receivers currently utilized by R6 Lands Boundary Surveying staff. Only Trimble R12, R12i & R980 receivers have this capability. The R12 does not have an IMU, the R12i does. Other Trimble receivers do not meet this and other specified requirements, and other no other GPS receivers with a technical approval do either. In discussion with Frontier Precision (July 2025), an authorized Trimble vendor, they only have 2 new R12i units available and are anticipating on selling them quicker than the USFS can move on a requisition. R12/R12i is no longer being produced. Recommendation: Acquire 3 Trimble R980 receivers as noted in the schedule of items.
