About this file

This is a commodity contract bid document for the Maine Department of Transportation soliciting work gloves for statewide locations. The contract covers various styles and descriptions of work gloves with approved equivalents accepted, and orders will be placed by pair rather than by dozen. The contract period runs immediately through December 31, 2010, with a one-year initial term followed by two optional one-year renewal periods. The Department's total quantity requirements are unknown, as orders will reflect actual usage across the organization during the contract duration. Bidders are required to submit samples clearly marked with item numbers to the Division of Purchases, Attention Sue Garcia, at 4th Floor, Burton Cross Building, 111 Sewall Street, Augusta, ME 04333-0999, no later than the bid opening date and time. All bids must be submitted through the Vendor Self Serve (VSS) system and cannot be submitted by fax or email.

Pricing must be submitted as net costs with all transportation charges fully prepaid by the contractor and FOB destination, with prices remaining firm throughout the contract term. The successful bidder must conduct thorough inspections of all garments before shipment and remains responsible for replacing or repairing any defective items; all sizes must be delivered within 10 working days of order receipt. Orders of $5,000 or less will be emailed directly to the vendor as PDF files, while orders exceeding $5,000 require Division of Purchases approval and encumbrance. Vendors awarded contracts for apparel, footwear, or textiles are subject to a 1% anti-sweatshop fee applied to the total contract amount, payable within 30 days of purchase order execution or within 30 days following each calendar quarter for term contracts, with failure to pay resulting in potential contract termination or loss of future state contracts. The State of Maine requires vendors to accept the Procurement Card as payment with no surcharges or additional compensation allowed, and the state reserves the right to reject any bids that do not meet specifications or to cancel contracts with 30 days' written notice.
