GLEN 15-3307 Repair West Drainage Crossing RFI #3
FA2550-17-R-1015
RFI Questions and Responses
1. When are RFI’s due by?
a. Government Response: All RFI’s are due by 17 July 17. Responses will be provided no later than 19 July 17.
2. When is the proposals due by? The SF 1442 states 19 July while the FBO Notice states
21 July.
a. 21 July is the due date. The SF 1442 has the incorrect date, a change may be completed on the SF 1442 depending on any other changes.
3. Is water accessible onsite? If so, are there any meter fees, hookup fees or do we need to provide a meter?
a. Government Response: The nearest available potable water source is at
Schriever’s industrial area. The water fill point (see attached map) is the preferred source of water for this contract. A code will be provided, and the amount of water obtained from the fill point is metered, but there are no hook-up fees.
During the winter months, the water fill point may be shut off, and connection to a fire hydrant will be required. Fire hydrant connection must be requested, and the contractor must provide a certified backflow preventer, but no meter is required.
4. Are Scour Pads covered in the requirement attachments?
a. Government Response: Yes, please see contract drawings.
5. Where are the Staging Areas?
a. Government Response: Staging Areas are usually covered at the pre-construction/kick-off meeting.
6. . The provided specifications appear to be a generic specification. There are numerous sections in the spec. that have blanks where pertinent information is needed to accurately price out the project. For example:
a. Section 03-40-00 – 2.1.5.2 (Concrete Strength) “Provide precast concrete units with a 28-day compressive strength (f’c) of [___] psi”.
b. Section 03-40-00 – 3.1.4 (Synthetic Fiber Reinforced Concrete) “Add fiber reinforcement to the concrete mix in accordance with the applicable sections of
ASTM C1116/C1116M and the recommendations of the manufacturer, and in an amount of (0.1) (___) percent by volume.
c. Request an edited specification so an accurate price can be provided.
d. Government Response: Due to time constraints, an edited Specification may not be feasible. Where ambiguity exists, please assume that all Portland Cement concrete must have a minimum compressive strength of 4,000 psi at 28 days, be air-entrained, and comply with all applicable American Concrete Institute standards. Fiber reinforcement is not required. Where any other ambiguities exist, the minimums prescribed by the standards outlined in the Statement of Work will control.
7. 2. The SF1442 states no funds are available. Will the project be re-bid when funds are available? Material pricing can fluctuate (especially with concrete and rebar) between now and then.
a. Government Response: SF 1442 in 13(D) states that offers are to be good for 90 days.
8. 31 00-00 Part 2 Products does not include the requirements for the borrow material that will be needed to construct the new roadway. Please provide.
Government Response: As a minimum standard, all borrow and fill material needs to comply with 2011 Colorado Department of Transportation Standard
Specifications for Road and Bridge Construction.
9. Will the Government provide an area for material disposal (concrete, rebar, soil, etc.)? If not, this material will need to be hauled offsite and pricing will need to reflect this.
a. Government Response: the government can accept clean fill material with 1 inch maximum size aggregate to be stockpiled where shown on the attached map. All other materials, such as concrete and steel, need to be properly disposed of offsite.
10. The plans have details (See sheets S-102A and S-105A) for both Cast-in-place box culvert as well as Precast Box Culvert. Is this option up to the contractor or does the
Government have a preference of the type of culvert to be used?
a. Government Response: The most cost effective option is preferred.
11. We would like to request an extension to the bid date to provide adequate time for accurate pricing after the Government provides answers to questions.
a. Government Response: All RFI’s are due by 17 July 17. Responses will be provided no later than 19 July 17. Since bids are due 7/21, that leaves a sufficient amount of time to post responses and revision of proposals. No extension is anticipated.
12. Drawings indicate “Minnekata limestone” to be encountered when excavating the box culvert, however the boring logs do not indicate as such. Please clarify.
a. Government Response: It is unclear why this may be, however it should be assumed that costs for blasting and working bedrock are not needed. Any bedrock encountered would be an unforeseen site condition.
13. There is an existing stockpile in the footprint of the project. Is it the contractor’s responsibility to haul this material to the base stockpile?
a. Government Response: No.
14. Is there any site close to the project to borrow material from or is the intent to solely import materials? If there is, is the material satisfactory for filling the site to grade?
a. Government Response: No, the intent is solely to import suitable materials.
15. How thick is the existing aggregate used on the aggregate road?
a. Government Response: Unknown, please field verify.
16. Are there any drawings showing the existing box culvert? The information would be useful for trying to determine the quantity of spoils generated when the CBC is removed.
a. Government Response: No. Please field verify dimensions and assume steel reinforcement per CDOT M-601.
17. Is there any indication that burrowing owls will be an issue?
a. Government Response: There is no indication at present, though any endangered species must be protected if encountered, as prescribed by law.
18. Will an Air Pollutant Emission Notice (APEN) be required for roadway construction
(including removal of aggregate road) and demolition of the CBC? If required, who completes these requirements?
a. Government Response: No.
19. Who will be responsible for the GIS/GPS requirements?
a. Government Response: It is the contractor’s responsibility to provide as-built drawings per the SOW. Aerial imagery and topo obtained in October 2016 may be provided in AutoCAD format to the contractor, however the contractor is responsible for accuracy of the final as-built submittal.
