About this file

This is a Statement of Work (SOW) for the Federal Aviation Administration (FAA) outlining requirements for real estate market data to support APM-360 (Aviation Property Management-360) real property lease acquisitions, purchases, and disposals.

The vendor must provide comprehensive datasets covering at least 150,000,000 parcels across the entire United States and territories, including property information, sales history, MLS/commercial real estate listings, mortgage records, pre-foreclosure/foreclosure data, and AVM (Automated Valuation Model) valuations. Data must be delivered in flat file formats (JSON, XML, CSV, or TXT) for non-spatial data and GIS formats (GeoJSON, shapefiles, or ESRI .gdb files) for spatial data, accessible via Secure File Transfer Protocol (SFTP). The vendor must provide Key Linking Identifiers to enable relational joins across all datasets. Refresh schedules vary by dataset type: assessment data annually, MLS data weekly, and mortgage and foreclosure data monthly. The vendor must also supply metadata/data dictionaries, data access and usage guidance, change summaries for each incremental delivery, and technical support during normal business hours (8 am–5 pm Eastern Time). Initial data delivery is required within 20 business days from purchase order award, with performance continuing for one base year plus four optional one-year periods. Points of contact are Jennifer Gendell (official POC, FAA) and Surafiel Berek (contract support, LEIDOS CORP.).

1 Introduction The FAA has a need for property and real estate market data to support real property lease acquisitions, purchases and disposal performed by APM-360.

2 Scope of Work The FAA has several thousand real estate leases located across the United States, including territories, in office or industrial type properties. Managing this portfolio, including procurement of new leases and renewal of existing property leases, requires information about properties and real estate market in order to identify and negotiate leases with favorable and fair terms for the Government. To support this function, APM- 360 requires property and real estate market data source meeting the following conditions:

1. The Vendor must provide datasets containing the information specified in the Appendix A – Required Datasets.

2. The Vendor must provide datasets containing all the requested spatial and non-spatial data for at least 150,000,000 parcels.

3. Non-spatial data must be in a flat file format such as json, xml, csv or txt.

4. Spatial data must be in a Geographic Information System format such as geojson, shapefiles or ESRI .gdb files.

5. The Vendor must provide access to all the datasets through Secure File Transfer

Protocol (SFTP)

6. All the datasets should be delivered in a daily manner or as soon as the datasets are updated by the vendor.

7. The Vendor must refresh/update the assessment data on at least a yearly basis.

8. The Vendor must refresh/update the MLS data on at least a weekly basis.

9. The Vendor must refresh/update the mortgages data on at least a monthly basis.

10. The Vendor must refresh/update the foreclosure data on at least a monthly basis.

11. The data must include information for the entire United States and its territories.

12. The vendor must provide Key Linking Identifitier to ensure seamless relational joins across Assessor, Recorder, MLS, foreclosure, and AVM data.

The Vendor must also provide the following:

1. The vendor must provide metadata/data dictionaries on all datasets, such as assessment data, MLS, mortgage data, AVM, and foreclosure data.

2. The Vendor must provide guidance on the data access and data usage.

3. The vendor must provide a summary of changes between each incremental data delivery for each dataset, including added or deleted fields, field name changes, field value or format changes, and, in particular, any changes to unique IDs for different datasets.

4. The Vendor must provide technical support during and after implementation during normal business hours (8 am to 5 pm) in the Eastern Time zone.

3 Period of Performance/Delivery The data sets are to be delivered within 20 business days from award of the purchase order for a period of one base year, with four (4) additional 1-year optional periods.
