STATEMENT OF WORK
FOR
UPGRADE TO GIANT VOICE ACTIVATION
UNITS/SYSTEM CONTROLLERS
at
Eielson AFB, AK
May 2022
354TH COMMUNICATION
EIELSON AFB, ALASKA

1.0 DESCRIPTION OF SERVICES. The contractor shall provide all management, labor, material, parts, equipment, transportation, certifications, accommodations, and tools necessary to upgrade
Eielson Air Force Base (EAFB) Giant Voice system’s controllers, to include: Very High Frequency
(VHF) radio base stations, compatible VHF antennas, cables, desktop configuration, activation software, alarm audio files, and uninterruptable power supply (UPS). Prior to test, and acceptance, the contractor shall ensure all equipment is in operational order, and provide onsite personnel with operation, and maintenance training as defined in Table 1. Service Summary.
1.1. Basic Services: The contractor shall provide enough equipment, and materials, to support three fixed activation stations/system controllers, and spare parts as defined in Table 1. Services
Summary.
1.2. Controller signal radius: VHF base station, and antenna assembly must be able to radiate effectively in a 5 mile radius from building 3114 on EAFB.
1.3. Completion of installation, training, and test & acceptance will be required NLT 30 September
2022.
2.0 GOVERNMENT FURNISHED SERVICES
2.1 The 354th CS representatives, defined in paragraph 3.2, will provide, or coordinate, all escort services required for the installation team to access EAFB, access all rooms, and building roofs to allow the contractor to perform the full installation of the GV systems controllers. Additionally, the points of contact coordinate appropriate times for the operation, and maintenance training as defined in Table 1. Services Summary.

2. Software must allow operator to create scheduled alarm tests, perform Public Address via desktop microphone, certified compatible with Whelen WPS 2900, IPS 400-800, and
SiRcom SPT-1XX model towers.
3. Have all standard required Mass
Notification alarms pre-loaded into all systems controllers.
4. Enable recordable vocal Mass Notification alerts to be used by 354 FW Command Post over activation software
5. Enable operator to pull diagnostic information from individual towers.
6. Enable operator to perform silent tests on individual towers.
7. Enable operator to activate single, group, or all towers when executing a mass alert notification
4. Installation
1.0 1. Assemble GV system controllers in required facilities:
• 354th Fighter Wing Command Post
• 354th Communications Squadron
• Alternate Command Post (TBD by
354 FW/CP)
2. Mount external VHF antenna assembly to facility roofs.
3. Run coaxial cable assembly from VHF antenna to VHF base station.
4. Run all required cables from VHF base station to DTMF (if external).
5. Run all required cables from DTMF to desktop assembly.
6. Ensure desktop assembly is connected to the UPS.
7. Power on desktop assembly, and configure activation software:
• Add all GV poles & indoor systems
• Add all sirens/recorded audio
• Configure weekly test

• Perform Public Address over activation software
• Record custom voice messages for use over GV system
• Create scheduled alarms/tests over the
GV system
• Add new outdoor/indoor units to activation software
• Query diagnostic outdoor/indoor unit diagnostic information from activation software
• Other operational characteristics of provided activation software

• Program VHF base station
• Periodic maintenance inspections for
VHF base station/antenna assembly
• Standard troubleshooting practices for

14. Other sirens, or vocal recordings, deemed necessary by 354 FW/CP.
8. Test & Acceptance 1.0 The Contractor shall demonstrate the GV system controller assembly is operationally ready by performing the below actions:
• Execute the GV weekly siren test
• Perform a Public Address over the controller assembly
3. GENERAL INFORMATION.
3.1. Hours of Operation. The contractor shall perform the controller installation during routine customer service hours 7:30 a.m. to 4:30 p.m. daily, Monday through Friday excluding federal holidays and wing productivity/down days.
3.2. Point of Contact. TSgt Christopher D. Maley, of the 354th CS, will be the technical subject matter expert for this PWS, and 2nd Lt J Bujarski will be the alternate point of contact for the
