About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the Board of Regents of The University System of Georgia, on behalf of the University of Georgia (UGA), for a Guaranteed Energy Savings Performance Contract (GESPC) project. The objective is to select an Energy Services Provider (ESP) to conduct an Investment Grade Audit (IGA) and identify, engineer, design, install, maintain, and provide financing options for approved energy conservation measures across multiple UGA facilities. The RFP requires interested firms to submit qualifications and provides details on the submittal process, including the bid due date of May 23, 2024, and instructions for the fee proposal submission at the conclusion of the interview session. The Addendum clarifies various RFP requirements, such as the cost worksheet and Exhibit A not being required with the initial proposal, and provides a list of the facilities under consideration for the project, including their building numbers, years built, and square footage.

The project term will be determined during the IGA, but Georgia law requires the guaranteed energy savings to meet or exceed the cost of the energy conservation measures within a 20-year period. The Addendum also addresses other details, such as the availability of utility information, lighting upgrade programs, and the eligibility of ESPs to respond to the RFP, which is limited to those prequalified by the Georgia Environmental Finance Authority (GEFA).
