The project addresses flooding mitigation at Lantern Park, a 168-home subdivision in South Daytona that experienced significant damage during Hurricanes Ian and Milton due to an overwhelmed stormwater pond. Geosyntec will provide comprehensive post-design construction support services including bid support with addendum preparation, pre-construction meeting coordination, contractor requests for information (RFI) review and response within five working days, shop drawing review and approval within five working days, plan sheet revisions, construction observation visits with documentation (estimated at six visits), attendance at up to nine progress meetings, work change directive support, substantial and final completion inspections with punch list development, and final record drawing review and certification. The estimated project schedule is 12 months for completion.
Geosyntec proposes a lump sum fee of $41,591.52 based on an estimated 214 total manhours distributed across multiple pay grades ranging from $58 to $244 per hour, with an expenses allowance of 2 percent of labor fees ($815.52). The project is funded through a U.S. Department of Housing and Urban Development Community Development Block Grant for Disaster Recovery (CDBG-DR) administered by Volusia County's Office of Recovery and Resiliency (ORR). Billing will be structured on a lump sum task percent complete basis with invoices detailing accomplished work, budget invoiced, overall budget expended, and budget remaining, accompanied by narrative status reports. All deliverables will be provided via email in PDF format where applicable, and Geosyntec will maintain logs of all RFIs and submittals throughout the construction phase.

Subject: Task Assignment Amendment for Lantern Park Stormwater Pond Post Design Construction Support
Services Professional Stormwater and Environmental Engineering Services - Contract No. 24-SQ-101KW Volusia County, Florida
Dear Ms. Dai:
Geosyntec Consultants, Inc. (Geosyntec) is pleased to provide this proposal for providing our services for the above referenced project.
BACKGROUND
Lantern Park is a 168-home subdivision located off of Reed Canal Road in South Daytona. The subdivision was constructed in the 1960s without a stormwater pond. Prior to Hurricane Ian in 2022, the City purchased a 1.42 acre vacant track at the front of the subdivision and constructed a stormwater pond. The pond has a pump station that conveys water into Reed Canal before, during, and after a storm. During Hurricane Ian, the pond became overwhelmed and the majority of the homes located here flooded. During Hurricane Milton, the pond once again became overwhelmed and most of the homes flooded yet again.
Geosyntec recently completed a stormwater improvement design aimed at mitigating flooding in the Lantern Park subdivision. The County has asked Geosyntec to prepare this scope of work for post design construction support services. This scope of work includes the tasks necessary to support the County during the construction phase of the stormwater improvements.
SCOPE OF WORK
The consultant shall perform the following scope of services to meet the goals of the project. Estimated costs to perform these services are provided in Attachment A.

Geosyntec will prepare an agenda and submit a meeting summary via email to the County Project Manager including a summary of the questions and responses during the pre-construction meeting.
Contractor Requests for Information (RFIs) – Geosyntec will review and process all Requests for Interpretation/Information (RFI) by providing technical interpretation of the plans/drawings and specifications;
evaluate requested deviation from the approved design or specification; review and respond to RFIs. Responses to Contractor RFIs will be provided to the County Project Manager via email within five (5) working days of receipt. Geosyntec will maintain a RFI log of all RFIs submitted to Geosyntec.
Contractor Shop Drawing Submittals – Geosyntec will review and process all Contractors’ submittals concerning product data, shop drawings and other submissions as required for general conformance with design concept of this Project and the Contract Documents in consultation with the County Project Manager. All

Construction Observation Visits and Progress Meetings – Geosyntec will conduct construction site visit observations concerning the installation of the work to observe the progress and quality of the work and to determine, in general, if the work is proceeding in accordance with the intent of the Contract Documents. Each construction observation will be documented in a Construction Observation Report that is forwarded via email to the County Project Manager. Geosyntec will route all job correspondence to the Contractors through the County Project Manager.
