About this file

This is a Technical Specifications document for the Lantern Park Stormwater Pond construction project prepared for the City of South Daytona, Florida, funded through Volusia County's Office of Recovery and Resiliency as part of a CDBG-DR grant following Hurricane Ian damage. The project involves construction of a stormwater retention pond system with integrated mechanical infrastructure, requiring excavation of approximately 47,986 cubic yards of storage capacity, installation of dual 25-horsepower pumps capable of 2,400 gallons per minute with backup generator, approximately 1,500 linear feet of 18-inch HDPE forcemain piping to Reed Canal, riprap ditch lining of approximately 946 square feet, fencing, and performance turf restoration. The bid opening occurred on September 17, 2026 at 3:00 p.m., with a non-mandatory pre-bid meeting held on August 27, 2026 at 10:00 a.m. in DeLand, Florida, and questions due by September 3, 2026. Substantial completion is required within 360 days of the Notice to Proceed, with final completion within 390 days total, subject to liquidated damages of $1,200 per day for delays beyond the completion date.

Payment for work is structured as a lump sum bid with multiple pay items covering mobilization, maintenance of traffic, erosion control, clearing and grubbing, regular excavation (paid per cubic yard), Type B stabilization (per square yard), optional base materials (per square yard), Superpave asphaltic concrete (per ton), and other construction components. The estimated construction cost is $3.917 million. The contractor must comply with Davis-Bacon Act prevailing wage determinations across 34 labor classifications ranging from $8.44 to $31.50 per hour base wage plus fringe benefits, submit certified weekly payroll on WH-347 forms, and meet Section 3 requirements mandating at least 25 percent of total labor hours performed by Section 3 workers and at least 5 percent by Targeted Section 3 workers. Required bonds include a 5 percent bid bond, 100 percent performance bond, and 100 percent payment bond. Insurance requirements include commercial general liability ($1 million per occurrence/$2 million aggregate), auto liability ($1 million combined single limit), excess liability ($1 million per occurrence/aggregate), contractors pollution liability ($1 million occurrence/aggregate), and installation floater coverage for wind, hail, named storms, and flood including storm surge. Bids must remain firm for 120 days following opening, and the County retains 5 percent of each monthly payment request with payment due within 20 to 25 days in accordance with Florida Statutes 218.735.
