Exhibit D - Plans Revision 1 Summary
This document is a technical plans file for Volusia County's Office of Recovery and Resiliency stormwater construction project in South Daytona, Florida. The project encompasses the design and construction specifications for the Lantern Park Stormwater Pond improvements, a critical infrastructure initiative funded through HUD's Community Development Block Grant for Disaster Recovery (CDBG-DR) program. The work involves excavation of approximately 47,986 cubic yards of storage pond capacity to a depth of 10 feet with 3:1 slopes, installation of dual MWI SEA310 axial flow pumps rated at 25 HP each with a combined 2,400-gallon-per-minute capacity, approximately 1,500 linear feet of 18-inch HDPE forcemain piping to Reed Canal with flap gate outlet, installation of junction boxes and riprap ditch lining covering approximately 946 square feet, black vinyl-coated fencing, performance turf restoration, and associated mechanical and electrical infrastructure. The non-mandatory pre-bid meeting is scheduled for August 27, 2026, with questions due by September 3, 2026 at 11:59 p.m., and bid opening on September 17, 2026 at 3:00 p.m. via Microsoft Teams. Substantial completion is required within 360 days of Notice to Proceed, with final completion within 390 days total.
The estimated construction cost is $3.917 million, funded entirely through CDBG-DR recovery grant financing for Hurricane Ian disaster recovery efforts. The project is subject to Davis-Bacon Act prevailing wage requirements with 34 labor classifications ranging from $8.44 to $31.50 per hour base wage plus fringe benefits, requiring weekly certified payroll submissions on WH-347 forms. Contractors must comply with Section 3 requirements mandating at least 25 percent of total labor hours performed by Section 3 workers and at least 5 percent by Targeted Section 3 workers, and must demonstrate affirmative action in utilizing minority and women-owned business enterprises. Bid bonds of 5 percent of bid price, performance bonds for 100 percent of contract price, and payment bonds for 100 percent of contract price are required. Liquidated damages are assessed at $1,200 per day for delays beyond the completion date, and bids must remain firm for 120 days following opening.
