About this file
This is a Technical Specifications document for the Lantern Park Stormwater Pond project prepared for the City of South Daytona, Florida, funded through Volusia County's Office of Recovery and Resiliency as a CDBG-DR grant from the U.S. Department of Housing and Urban Development to support recovery from Hurricane Ian damage in September 2022. The project encompasses stormwater pond construction and improvements with nine identified pay items including mobilization, maintenance of traffic, erosion and water pollution control, clearing and grubbing, regular excavation, Type B stabilization, optional base installation, Superpave asphaltic concrete placement, and inlet construction. The specifications reference FDOT and Volusia County Utility Standards for performance requirements. Payment is structured as a lump sum contract for mobilization, traffic maintenance, and erosion control items, while excavation, stabilization, base materials, asphalt concrete, and inlet work are paid on unit price bases (cubic yards, square yards, and tons respectively).
The contract is administered through an Engineer who is responsible for measurement, classification, and quantity determinations, with contractor disputes requiring written notice within three days of notification. The Owner reserves the right to modify quantities, alter drawings, or increase or decrease work scope, with supplemental agreements required when changes exceed 25 percent of the total contract amount. All work not specifically itemized is considered incidental to the contract with no additional compensation provided. The document references detailed specifications in FDOT Section 101, 104, 110, 120, 160, 285, 334 and Volusia County Utility Specifications Section 12.3 and 13.2 for specific work requirements and standards.
