About this file

This is a Request for Proposal (RFP) document issued by Genesee Network for Education Telecommunications (GenNET), a consortium of 21 local school districts in Genesee County, Michigan, and the Genesee Intermediate School District (GISD), serving as fiscal agent. GenNET seeks bids for comprehensive telephone services to support its member districts, including local and long distance calling, Primary Rate Interfaces (PRI), Plain Old Telephone Service (POTS), and Session Initiation Protocol (SIP) connections. The RFP was issued with a bid due date of December 13, 2019, at 2:00 P.M. GenNET operates a private fiber optic network comprising over 450 miles of fiber connecting more than 200 buildings across Genesee County, with the network headend located at Genesee Intermediate School District, 2413 W Maple Ave., Flint, Michigan 48507. Vendors must submit at least one primary bid meeting Section 5 requirements and may submit alternate proposals with supporting documentation. Questions may be submitted in writing up to 72 hours prior to bid opening. GISD reserves the right to accept or reject any or all bids and to award to other than the lowest bidder if deemed in its best interest.

Pricing must be provided for both three-year and five-year contract options covering PRI services (installation and monthly charges), POTS lines (installation and monthly charges), long distance rates (Michigan, nationwide, and international), Enhanced 911 services (PS-ALI capable), directory listings, and SIP trunks, as well as cloud-hosted VoIP services with setup and per-phone monthly costs. The current telephone service environment is primarily served by Windstream, with at least two fiber strands available from the GenNET Headend to each district headend and from district headends to individual buildings. Most districts currently use existing telephone services on these strands, with some operating VoIP with PRI termination into hosted routers at the GenNET Headend. Pricing must be made available to all public school districts in Genesee County, and each district will enter into individual contracts with the awarded vendor. If an existing contract with the vendor provides lower costs, the vendor must honor the lower pricing. The awarded vendor must also extend contract pricing to any new or existing Genesee County locations not listed in the RFP attachment during the contract period.
