About this file

This is a Request for Proposal (RFP) issued by the Genesee Network for Education Telecommunications (GenNET), a consortium of 21 local Genesee County school districts and the Genesee Intermediate School District (GISD), for telephone services. The RFP seeks bids for comprehensive telephone services including local and long distance calling, Primary Rate Interfaces (PRI), Plain Old Telephone Service (POTS), and Session Initiation Protocol (SIP) connections for over 200 connected buildings across their 450-mile fiber optic network. Proposals are due December 13, 2019 at 2:00 P.M., with questions accepted up to 72 hours before bid opening.

The current telephone service environment is primarily provided by Windstream, with at least 2 strands of fiber available for telephone service from the GenNET Headend to each district headend and building. Vendors must provide 3 and 5 year contract pricing options for PRI services, POTS lines, long distance rates, Enhanced 911 services, directory listings, SIP trunks, and cloud-hosted VoIP services. While GISD acts as the fiscal agent, each school district will contract individually with the awarded vendor. The vendor must honor the same pricing for any new or existing Genesee County locations not listed in the original attachment, and if any district has an existing contract with lower pricing, the vendor must honor the lower cost.

GenNET Telephone Service Request for Proposal

Due Date: December 13, 2019 at 2:00 P.M.

1 – Organization Overview

Genesee Network for Education Telecommunications (GenNET) is a consortium of 21 local Genesee County school districts and the Genesee Intermediate School District (GISD).

GenNET owns a private fiber optic network within Genesee County that is made up of over 450 miles of fiber and connects to over 200 buildings. Construction of this network started in

1995 and provides data (including Internet Services), voice, and video to the member districts.

2 – RFP Objective

Telephone services include, but are not limited to, local and long distance calling, Primary Rate Interfaces (PRI), Plain Old Telephone Service (POTS), local and long distance calling, and Session Initiation Protocol

(SIP) connections. The District reserves the right to accept or reject any or all bids in whole or in part, or to waive any informalities therein for any reason. If in the GISD’s opinion, it is in their best interest, the contract may be awarded to other than the lowest bidder. GISD, as fiscal agent for the consortium, also reserves the right to be the sole determining factor on what it considers a qualifying bid.

Questions regarding the RFP may be submitted in writing up to 72 hours prior to the bid opening to Scott Hartman, GISD Technical Services Supervisor, at shartman@geneseeisd.org.

3 – Vendor Bid Obligations

Participating vendors must submit at least one primary bid that meets Section 5 proposed requirements as their qualifying bid. Alternate proposals will be accepted as long as a qualified primary bid is also submitted. Vendors submitting bids must also submit a secondary form Attachment B detailing the alternative bid being proposed to ensure all requested items are included.

In most districts these strands are currently in use for the existing telephone services. Some districts are using Voice over IP (VoIP) and have their PRI terminated into a hosted router in the GenNET Headend.
