About this file

This is Addendum #1 to a Request for Proposals (RFP) issued by the Genesee Intermediate School District for GenNET WAN Equipment Upgrade. The addendum, dated December 20, 2018, addresses vendor questions received during the pre-bid meeting on December 19, 2018 and via email. The bid due date remains January 16, 2019 at 2:00 p.m.

The addendum provides critical infrastructure details, including that approximately 14 miles of mostly non-armored fiber is underground. A performance bond is required but a bid bond is not. The district is already a MISSDIG member. The vendor will be responsible for maintaining as-built documentation in DWG format, including splice tracking. For fiber within the Windstream backbone, the vendor must coordinate repairs with Windstream. The insurance deductible is $1,000. Vendors must provide itemized costs for labor and equipment, though exact incident counts are unknown. The scope includes replacing fiber that no longer meets specifications, such as cable with multiple splices causing line loss or inability to operate at 10g speeds.

Questions

1. How much fiber is underground?

About 14 miles.

2. Is the fiber armored?

Majority of the fiber is not armored.

3. Bid form doesn’t list units. It will be hard to compare apples to apples with vendor costs.

Please provide line item costs for your different services including labor and equipment rates. We won’t know exact counts on number of incidents per month or year.

4. What is your typical insurance deductible cost?

Typical deductible is $1,000.

5. Some fiber is within Windstream backbone and must be repaired by them.

Vendor would initiate contact with Windstream and monitor to completion.

6. Are Bid Bond and Performance Bonds required.

Bid bond is not required for this project. Include performance bond in bid packet.

7. Are you already members of MISSDIG?

Yes.

8. What is meant by replacement of fiber which no longer meets specifications?

Example - perhaps some fiber has been spliced multiple times and we’re having line loss issues. Fiber that isn’t operating at 10g, etc. We would need that fiber replaced.

9. As-builts.

Provide updates as changes happen to the network and keep track of splices on as-builts.

10. Are your current as-builts in CAD?

Yes, it is a DWG file.
