About this file

This file is a Letter of Intent (LOI) template for Phase II applications under the Genesis Mission: Transforming Science and Energy with AI federal grant opportunity. The template is designed for interdisciplinary teams that received FY26 Phase I awards and are seeking to apply for larger team Phase II awards. The Genesis Mission, administered by multiple DOE offices including the Office of Science, Office of Critical Minerals and Energy Innovation, Office of Environmental Management, Office of Nuclear Energy, Office of Electricity, and Hydrocarbons and Geothermal Office, solicits applications addressing National Science and Technology Challenges in topic areas including advanced manufacturing, biotechnology, critical materials, nuclear fission, nuclear fusion, quantum information science, semiconductors and microelectronics, discovery science, and energy. Teams are encouraged to leverage scientific and data resources from DOE/NNSA, National Laboratories, U.S. industry, and academia, with the goal of developing AI models and workflows that may be integrated into the American Science Cloud.

The LOI template provides a structured format for Phase II applicants to present their proposed research, team composition, resource requirements, and alignment with Genesis Mission objectives. Applications are subject to scientific merit review and peer evaluation based on criteria including scientific and technical merit, appropriateness of methodology, competency of personnel and adequacy of resources, and reasonableness of budget. Applicants must register in the Portfolio Analysis and Management System (PAMS) at https://pamspublic.science.energy.gov to manage their applications. DOE anticipates amending the RFA within a few weeks to clarify Phase II LOI and application guidelines, with anticipated notification occurring normally within six months of application receipt. Phase II awards represent larger team efforts compared to Phase I small team competitions.
