About this file
This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Illinois Department of Corrections for generator rental services at Vienna Correctional Center. The agency procured three large-scale generators to provide temporary electrical service to buildings that experienced a loss of primary power. The scope of work includes furnishing, delivering, deploying, installing, connecting, and providing operational support for the generators to maintain continuous power until permanent repairs are completed. The expected service period runs from March 30, 2026, through June 27, 2026.
The total estimated expenditure for this emergency purchase is $120,000.00, with funding sourced from State Appropriated Funds. The Illinois Department of Corrections selected Aggreko, LLC, headquartered in Springfield, Illinois, as the sole vendor following outreach to multiple providers. Aggreko was determined to be the only vendor capable of promptly delivering the required equipment and mobilizing qualified staff within hours to address the urgent need to restore power without delay. The procurement notes that the NIGP category 981-43 has zero certified vendors under the Business Enterprise Program and Veteran Business Program, and no existing State contract was available to meet the Department's immediate requirements. The emergency purchase was authorized by APO Jacenta Wilson on April 2, 2026, with the statement that as much competition as practicable under the circumstances was pursued and best efforts were made to include certified contractors in the emergency procurement process.
