Attachment A: Technical Documentation Requirements for "Or Equal" Proposals
1.0 General Instructions
Vendors submitting a proposal for a product they deem "equal" to the brand name (Simplex Atlas-Megawatt Trailer Load Bank) must provide comprehensive technical documentation with their submission. The purpose of this documentation is to provide sufficient detail for the Government's technical evaluation team to definitively determine if the proposed product meets or exceeds all salient characteristics listed in the Statement of Work (SOW).
Failure to provide the required documentation may result in the proposal being considered technically unacceptable. The burden of proof for equivalency rests entirely with the vendor.
2.0 Salient Characteristics Compliance Matrix
The vendor must complete the following compliance matrix. For each characteristic, the vendor shall:
1. Check the appropriate box: "Meets" or "Exceeds."
2. Provide a specific value, rating, or a "Yes/No" answer in the "Proposed Product Specification" column.
3. Reference the exact page number(s) in the supporting technical documentation where this specification can be verified.
